Description
This announcement constitutes a Request for Quote W912JC-07-T-5701 for fabrication of a Hot Oil Flow Test Stand for AGT 1500 Gas Turbine Engine for the Kansas Army National Guard (KSARNG), Advance Turbine engine Army Maintenance (ATEAM). A Hot Oil F low Test Stand is designed to check oil flow through AGT 1500 engine parts, subassemblies and assemblies utilizing Mil-L-23699 Turbine Oil in accordance with the applicable OEM test procedures and the Technical Description Hot Oil Test Stand KSARNG ATEAM. The test stand shall be designed for use in a non-hazardous environment and constructied in accordance with United States Electrical Code guidelines and shall be identical to the existing Test Stand constructed in 2004. The contractor shall be required t o provide a set of drawings of the Hot Oil Flow Test Stand for government approval prior to construction. The approval drawings must be submitted to the government for review and approval not later than 4 weeks after receipt of a Purchase Order. Manufact uring will not proceed until these drawings are approved. Some of the Major System Components must be Vane style circulation and process pumps for quieter performance; all pressure and temperature transducers will feature zero and span adjustment capabili ty for calibration; and the UUT Chamber and sink insert will be constructed entirely of unpainted stainless steel and aluminum and the access doors to the chamber will slide or lift open automatically and seal tight. All pricing is to be FOB destination, ATEAM, 741 Ray Rd, Fort Riley, KS 66442. The technical description and engineering specifications may be downloaded at www.ngks.net. No drawings exist for this item; the original drawings are proprietary to the origi nal manufacturer. All responsible sources may submit an offer which shall be considered by the Agency. Award will be made on the basis of the quote offering the best value to the government with technical and past performance being slightly more important than price and when combined technical is more important than past performance. To be technically acceptable, the offerors whose written technical description and estimated delivery period is most favorable to the government. The offeror must submit th eir written description of the Hot Oil Flow Test Stand that shows evidence of meeting the technical and engineering specifications and submit the estimated delivery period and must provide evidence of experience with the manufacture of at least one prior H ot Oil Flow Test Stand. The offeror must submit with their quote the name and point of contact of company that they produced the previous Hot Oil Flow Test Stand for. Warranty: The awarded contractor is required to provide a one (1) year warranty. This a nnouncement constitutes the only request for quote; quotes are being requested and a written request for quote will not be issued. NAICS code is 334514. This Request for Quote is 100% set-aside for Small Business. The clause at FAR 52.212-4, Contract Te rms and Conditions (10/2003) applies to this acquisition. The clause at FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (1/2005) applies to this acquisition. Under paragraph b, the following c lauses are incorporated: 52.219-6, Notice of Total Small Business Set-Aside (June 2003); 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52. 222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Veterans; 52.225-3, Buy American Act-Supplies; and 52.225-13, Restrictions on Certain Foreign Purchases. The clause 52.232-33, Mandatory Information for El ectronic Funds Transfer Payment (5/1999) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition of Comm ercial Items, is applicable to this acquisition. Any change in specification shall be authorized only by the Contracting Officer and will be issued by written addendum. Any Change to specification will be posted on the internet at www.ngks.net.
