- The Minerals Management Service (MMS), Department of the Interior, intends to award a purchase order on a sole source basis to Hampson-Russell Limited Partnership, Calgary, Alberta, Canada, in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. MMS anticipates awarding the Purchase Order to Hampson-Russell for continued use and support of its AVO/UNIX and STRATA/UNIX software to support the geoscientists in MMS' Resource Evaluation Division. This software is geophysical oil exploration and production software currently used by MMS. The Resource Evaluation Division is responsible for maintaining computer models that determine the fair market value of offshore tracts receiving bids through OCS lease sales. STRATA is a product of Hampson-Russell that works with AVO to allow the direct inversion of seismic reflection gather data into acoustic impedance. Reservoir properties and fluid content can be modeled from the impedance. This is proprietary software owned and maintained by Hampson-Russell. The period of performance of this maintenance is one year. This notice is not a formal solicitation. This is not considered a Request for Quote (RFQ) or is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotation or offers received in response to this notice. Interested parties may identify their interest and capabilities within 15 days of the notice. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
