- The United States Geological Survey (USGS) Office of Western Regional Services is in Services to develop a work plan and implementation of its contents for the environmental closure of the property known as "Government Hill" located at 132/140 East Manor Avenue, Anchorage, Alaska. The plan will be reviewed and approved by the Alaska Department of Environmental Conservation (ADEC) prior to implementation. To meet this need, the USGS intends to contract with Shannon & Wilson, Inc., 5430 Fairbanks Street, Anchorage, Alaska on a noncompetitive basis in accordance with (IAW) Federal Acquisition Regulation (FAR) 13.106-1(b)(1) and the procedures of FAR Part 12, entitled "Acquisition of Commercial Items." The procurement of these final services is unique in that Shannon & Wilson, Inc. has carried out all environmental and remediation work since the closure began in 1996-1997. During this time ADEC staffers tasked with the "Government Hill" project have changed at least 6 times and none of the ADEC employees that have been involved with this project work for ADEC at this time. The continuity of involvement, the unique knowledge of the project and the recognized technical ability of Shannon & Wilson make their involvement critical to a successful environmental closure action for the project. Other interested concerns having the ability to meet the USGS' requirement may submit a capabilities statement to the Contract Specialist no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) 07WRQQ0123 will be made available to Shannon & Wilson, Inc. through the Government-wide Point of Entry (GPE) on or about 23 August 2007, IAW FAR 5.102(a)(1).
