Description
The Naval Air Warfare Center Aircraft Division (NAWC AD), Patuxent River, MD intends to negotiate and issue a Firm Fixed Price Type Contract for the services of a Junior Management Analyst as per the statement of work below. The applicable NAICS is 561110. The period of performance for this effort will be 12 months. The Government intends to negotiate this contract on a sole source basis with Sierra Management Inc. This contract is to be issued under the statutory authority 10 U.S.C. 2304(c), (1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. The Naval Air Warfare Aircraft Division, Contracts, shall consider responses. Responses without a return address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. STATEMENT OF WORK NAVY CAMPUS OFFICE JR MANAGEMENT ANALYST SUPPORT 1.0 SCOPE The contractor shall be responsible for performing a wide range of general and specific analytical support. This includes the provision of necessary personnel, services, equipment, software products and applications and materials (not provided the Government) to perform the tasks as defined in section 2.0 below. 2.0 DESCRIPTION OF TECHNICAL REQUIREMENTS/TASKS The contractor shall provide the following non-personal services based on specific delivery orders. 2.1 Jr. Management Analysis Support 2.1.2 The contractor shall type and/or edit a variety of correspondence. The contractor shall type a variety of material including letters, memoranda, instructions and notices, Standard Operating Procedures (SOPs), messages, reports and letter of agreement. The correspondence shall be typed from handwritten rough draft material and from draft computer files. Documents shall be prepared on government letterhead or plain bond paper as applicable and shall be completed in a rough draft or final form as requested by NAS personnel. 2.1.3 Final memoranda and letters shall comply with SECNAVINST 5216.5 series (Department of the Navy Correspondence Manual) and SECNAVINST 5210.11 series (Department of the Navy Standard Subject Identification Codes). 2.1.4 The contractor shall review and edit financial and personnel documents, reports and memoranda, inter/intra service support agreements, technical memoranda, and reports. The contractor shall edit the documents for compliance with the applicable instructions cited above and for completeness of text, accuracy, and formatting style. The contractor shall prepare a smooth draft incorporating editorial changes and submit the draft to the originator. 2.1.5 The contractor shall perform routine filing and reproduction of information. 2.1.6 The contractor shall enter data into a computer from handwritten and rough draft material. The data will include, but not be limited to personnel and financial information. 2.1.7 The contractor shall support the Navy College offices which is a network of professional Education Services Specialists, Education Technicians and Guidance Counselors located at 63 installations around the world. The contractor shall assist the Navy College office professionals in counseling and advising Navy members on all matters relating to academic programs, authorizing tuition assistance, and administering all on-base education programs. Such duties shall include: a. Input and process the military?s tuition assistance information into the Navy College Information System (NCMIS) program. b. Assist military personnel applying for Tuition Assistance to attend courses at a various colleges to obtain diplomas/degrees/certificates. c. Sending out copies of the Commanding Officers (Navy/Marine) Tuition Assistance form to the Record Management in Millington TN for the month of October. d. Explaining to the service members how the Sailors/Marine American Council on Education Registry Transcript (SMART transcripts) works and how they can benefit. Providing military personnel with copies of their SMART and/or sent official copies to requested colleges. 3.0 DELIVERABLES The contractor shall prepare and submit the following data items: 3.1 Progress, Status and Management Report. A monthly progress report detailing all work accomplished under this contract shall be prepared and submitted to the Government point of contact. 3.2 Funds Expenditure Report. A monthly contract funds status report shall be prepared and submitted to the Government point of contact. 4.0 GOVERNMENT FURNISHED FACILITIES AND PROPERTY The following government furnished facilities and property shall be provided to and utilized by the contractor incident to its performance under this contract. a. Office equipment, storage and ancillary working space for contractor personnel working on-site; b. Access to government offices and facilities as required to conduct tasking specified in individual delivery orders; c. Use of government telephones for conducting official government business. d. Desks, chairs, typewriters, personal computers, printers, fax machines, and copiers. 5.0 PLACE OF PERFORMANCE 5.1 The contractor shall perform support services identified in this contract at NAS/ NAWCAD Patuxent River, Patuxent River, MD. 6.0 PERIOD OF PERFORMANCE 6.1 The base period of performance for contract shall be from 1 October 2007 through 28 February 2008. ACCESS TO PRIVACY ACT INFORMATION When the Department of Navy (DoN) contracts for the operation or maintenance of a system of records or a portion of a system of records, the record system or portion of the record shall be protected by the contractor in accordance with SECNAVINST 5211.5D. Furthermore, the contractor is required to train all employees that FAR 24.102(d) addresses civil liability should individuals be injured as a consequence of any failure to maintain Privacy Act records in accordance with SECNAVINST 5211.5D.
