- This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil . While it is understood that FedBizOpps is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FedBizOpps is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. The Naval Surface Warfare Center Crane has a requirement for a Brand Name or Equal commercial, competitive procurement for various Mast Systems that may include but are not limited to pneumatic, manual and electrically driven systems of a locking and non-locking type that will be fulfilled through this 100% small business set-aside procurement. Attachment 1 attached hereto provides a sampling of the Brand Name or Equal Model Numbers and Salient Characteristics that is representative of the Masts that will be procured through this contractual vehicle. The government anticipates awarding multiple five-year, indefinite delivery, indefinite quantity type contracts to multiple vendors in accordance with FAR 16.5. Each delivery order will be firm fixed priced and competed among the vendors awarded a basic contract IAW the fair opportunity provisions of FAR 16.5. The contract will have a minimum contract amount of $10,000. The maximum amount to be awarded across all contracts will be $15,000,000.00 over the five-year contract period. Requirements for a sample delivery order will be solicited to determine who will receive award of the multiple basic contracts. The award decision will be based on technical go/no go, past performance and price. Delivery of the required products will be in accordance with the delivery terms outlined in each individual Delivery Order. Delivery will be FOB Destination, NSWC-Crane, Crane, IN 47522-5000, within approximately 6-15 weeks after receipt of orders, depending on the complexity of the item being procured. Accelerated deliveries will be acceptable at no additional cost to the government. Inspection and acceptance will be at destination by NSWC Crane personnel for each delivery order. FAR Part 12 will apply. Numbered Note 1 applies. All changes to the requirement that occur prior to the closing date, 15 October 2007, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for any additional amendments that may be issued. For changes made after the closing date, only those offeror?s that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award utilizing full and open competition procedures.
