Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for Training Support and Implementation of Balanced Scorecard Methodology at the Joint Systems Integration Command. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Training Human Capital (THC), Norfolk, VA, for this requirement. THC has supported the development of JSIC?s Balanced Scorecard since October, 2005 and is intimately familiar with JSIC and JSIC?s Balanced Scorecard. THC is currently engaged as USJFCOM?s trainer for strategic management and is the vendor for USJFCOM Strategic Leadership Development Program, which is strongly synergistic with JSIC?s strategic management initiatives and efforts. THC has trained nearly 100 USJFCOM leaders in management techniques since 2004 and continues to provide management and leadership training to other USJFCOM organizations today. THC's work with other JFCOM directorates of JFCOM is integrally related to the required support. As a result, THC is uniquely qualified to improve the quality and socialization of JSIC?s management products by engaging other USJFCOM personnel in their development and socialization. Use of any other vendor would negate this essential socialization effect within USJFCOM. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. This notice of intent is not a request for proposals. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 611430 and the small business size standard is 1,000 employees.
