- This is a combined Pre-solicitation and Solicitation notice. The United States Agency for International Development Mission to Tanzania (USAID/Tanzania) issues this Request for Proposal (RFP) for U.S. President's Emergency Plan for AIDS Relief (PEPFAR ) Mission Support Services (MSS). Subject to the availability of funds, USAID/Tanzania intends to award one contract for up to $6.5 million; $4.5 million for three base year's funding and up to $1 million in each of two option years, for a total of a five year contract period. Mix of Services: The contractor will be required to supply a broad range of administrative and technical personnel in support of the PEPFAR program in Tanzania. While the specific requests will be defined in task orders issued under the IQC globally, examples of the types of services sought are expected to include any or all of the following: Administrative, clerical, and secretarial support including typing, spreadsheets, project schedules, data base management etc; Administrative support, including general correspondence, property, facility, and records management; Support for contract and grants management and administration, including records management, document compliance reviews, and financial analysis; Support for meetings, briefings, and presentations, including minutes, action tracking, presentation support, field visits and special events, and facilities arrangement. It is also expected that the contractor will provide conference management support, including event coordination, facility selection and rental, provision of audio-visual devices, note taking, and event summarization and documentation. Finally, the contractor will be responsible for planning, organizing, accompanying and generally assisting with dignitaries and other visitors, including logistical and staff support for individuals on temporary duty (whether domestic or international). This may require interacting with PEPFAR partners to arrange site visits, scheduling travel, purchasing tickets and hotel room nights, vehicle rental, etc. It may also entail arranging for travel external to Tanzania, such as arranging for USG or host country delegates or delegations to participate in international conferences, etc.
