- Description The purpose of this modification is to post questions and answers and to extend the response date to 20 August 2007 NLT 12:00 pm EDT. This a Market Survey by the Defense Information Systems Agency (DISA). DISA is seeking sources and information from industry experts who have the capability to provide comprehensive program management support services for a potential future acquisition of services contract. DISA has a requirement for program management office support at all phases of acquisition life cycle to include: analysis, development, articulation and defense of requirements; acquisition planning, programmatic support; acquisition of services design, contracting and acquisition development. The period of performance is estimated to be one year with an option for an additional 24 months. Award will be made to the best value proposal which is determined to be most beneficial to the Government based on the criteria discussed in the solicitation. Amendments, if any, will be posted at this same location. This Market Survey is for planning purposes only and should not be construed as a request for proposal or an obligation on the part of the U.S. Government which does not intend to award a contract on the basis of this Market Survey or otherwise pay for information solicited. NOTICE: Organizational Conflict of Interest (OCI) Advisory Due to the unique and often sensitive nature of the support service contract requirements, this potential project shall have a firm OCI standard. OCIs will be determined in accordance with Federal Acquisition Regulation (FAR) 9.505-2 ? ?Preparing Specifications or Work Statements.? The selected contractor will be prohibited from submitting a proposal on any future DISA solicitation. All support service contractors with an OCI will be excluded from participating in any support service competition. The contractor shall be required to self-certify the OCI requirement with the U.S. Government within its proposal. Scope Contractors shall provide the full range of services to perform tasks as identified under this project. Contractors shall furnish the necessary personnel, facilities, necessary incidental materials/toolkits, travel, and other services required to satisfy these services, capabilities, and solutions. DISA anticipates that this will be a performance-based services (PBS) acquisition, encompassing a Performance Work Statement (PWS)/Statement of Objectives (SOO) to provide concrete, measurable outcomes to support the acquisition life cycle for the following: 1) Program/Project Management Support 2) Financial Management Support 3) Contracting Support (PBS contract source selection) 4) Enterprise Design, Integration, & Consolidation Support 5) Engineering Support 6) Integrated Logistics Support 7) Test and Evaluation Support 8) Information Technology Support Providing advice and guidance concerning the above, to include consulting on the development of acquisition of services direction and objectives, planning, structuring and strategy. It also includes the selection of a method for carrying out the strategy, such as outsourcing, or other alliances, new business venture or use the of new technology. Other Information To be eligible for Department of Defense contract award, offerors must be registered with the Department of Defense Central Contractor Registry, which can be accomplished through http://www.ccr.gov. Also, identify existing contract vehicles that are available. Marketing brochures and/or literature will not be considered. The government may request additional information from those responding to this Survey to adequately assess qualifications, however, lack of a response to the requested information may be determined as an unqualified response. Response Format Electronic submission is required. Paper copies will not be accepted. Submissions should be in a Microsoft Office compatible format 8 ?? x 11? Arial font, 12 point or Adobe Acrobat with a file size not to exceed 8 MB, and no longer than 10-pages.
