- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included in this notice. The Food and Drug Administration (FDA) plans to award a firm fixed price order for off-site storage of FDA data media utilizing streamlined acquisition procedures under FAR part 13. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is Req1029736 and is issued as request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-18. The associated North American Industrial Classification System (NAICS) code for this procurement is 493190 with a small business size standard of $23.5 million. This requirement is a Small Business set-aside and only qualified offerors may submit. The Food and Drug Administration (FDA) has the following requirements for the off-site storage of its data media for one full year beginning September 15, 2007 plus two option years to be awarded based on continued need unchanged and availability of funds (total three years): Container storage: Tape containers shall be stored in a secure & environmentally controlled vault facility Shipping container features: Metal container Containers must be lockable Containers must be labeled Open rack storage: Storing up to 5,000 tape cartridges in racks Storage of different formats of media cartridges: DLT3, DLT4, SDLT, LTO, LTO2, LTO3, 8MM, Paper/Notebook documents Distance of storage facility away, for local storage facility, from FDA site: 50 miles or more Distance of storage facility away, for special/disaster recovery, from FDA site: 100 miles or more Storage of annual backup media Storage of special printed documents Pick-up & delivery at FDA sites: Parklawn Building/Rockville, MD Oak8 Building/Rockville, MD Wiley Building/College Park, MD Regular pick-up & delivery service Schedule for once a week Delivery exchanges, at all FDA sites, on the same day Preferred delivery day and time: Tuesday/mid-morning Emergency run/media recall service (from local storage facility) Need media returned, to any of FDA's sites, within 2 hours after service call Maintain contact lists, for each FDA site, under contract Provide sub-account breakdown security and budget tracking support on one contract for all FDA sites Separate line items for each center, type of backup (tape or paper media), and off site storage facility location service Follow the storage standards as outlined by DOD Industrial Security manual for safeguarding Classified Information (DOD5220.22M) Meet the following industrial fire and intrusion ratings for storage vaults: Dept. of Defense criteria for vault construction for the storage of classified data media. National Bureau of Standards technical note 735 for the magnetic security protection of vaults. Vaults lined in .20 gauge steel. Underwriters Laboratories, All equipment and materials used in the construction of the vaults, fire alarm system, intrusion system, Halon system and the back-up power generator are U.L., approved ANSI/NFPA standard 232, for the fuel fire load outside the vault area and for some construction specifications of the vault. ANSI/NFPA standard 80, for the installation of all fire doors and fire dampers to the vault ANSI/NFPA standard 72, for the use and installation of automatic fire detectors. ANSI/NFPA standard 12A, for the use and installation of the Halon fire suppression systems. ANSI/NFPA standard 90A, for the type of fire protection systems and air-conditioning systems installed in our facility. ANSI/NFPA standard 72, for the alarm signaling system and hook-up to an alarm monitoring company. ANSI/NFPA standard 110, for Level Two of the emergency back-up power system. NBS special publication 500-101, for the care and handling of all computer magnetic media. The following quantities of items are currently stored in New Windsor, Maryland. Initials preceding each list of data and delivery items refer to offices within the agency and are used for our accounting purposes but are not considered important for proposal preparation purposes. Weekly pick-up & delivery (Tuesday) Emergency pick-up & delivery (estimated 24) CFSAN: Open rack storage: 500 cartridges ea for windows & unix Weekly pick-up & delivery (Tuesday) Emergency pick-up & delivery (estimated 18) CVM: Open rack: Storing up to 100 cartridges CBER: Open rack storage: Storing up to 500 DLT cartridges Emergency pick-up & delivery (estimated 4) HHS: Container storage: Storing up to 2 large containers MONTHLY Distant offsite Container Storage: Storing up to 5 DLT containers The offeror shall submit a pricing proposal for storage and delivery of the items as listed above for a base year and two option years and shall provide a full and verifiable description of its facilities including storage and delivery equipment and its security and operating procedures. Costs to securely move and account for the existing inventory must be included and separately itemized. The successful contractor shall invoice monthly itemizing actual services performed. At least three references must be listed in the proposal for verification of past performance. An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. The provision at FAR 52.212-1 Instructions to Offerors--Commercial Items applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced technically acceptable proposal. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The Government reserves the right to make an award without discussions. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. An offeror shall complete only paragraph (k) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52,222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13 and 52.232-33.
