Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG), Biostatistics Branch, plans to procure on a sole source basis in accordance with 13.106-1(b)(1), services from the Dr. Amr Soliman, Department of Epidemiology, University of Michigan School of Public Health, 109 S. Observatory, Room 2550, Ann Arbor, MI 48109 for the study entitled ?A case-control study of inflammatory breast cancer in North Africa and France? which will assess risk factors for Inflammatory breast cancer (IBC). The supplies and services herein are being procured in accordance with FAR Part 13.106-1(B)(1). The North American Industry Classification System code is 541710 and the business size standard is 500 employees. Inflammatory breast cancer (IBC) is a rare, poorly understood and particularly aggressive form of breast cancer characterized by diffuse erythema and edema/peau d?orange of the breast. This acquisition will assess risk factors for IBC and will include approximately 400 IBC cases accrued at 6 centers in North Africa (1 center in Tunisia, 1 in Egypt, 2 in Algeria, and 2 in Morocco) and 1 center in France. Two control groups will be included: 1) 400 non-IBC breast cancer cases and; 2) 400 visitor controls (excluding first-degree relatives) to randomly selected female inpatients (excluding those with breast, ovarian, endometrial, and pediatric cancers) in the study cancer hospitals. The study will involve the administration of a questionnaire, anthropometric measurements, blood collection on filter paper, saliva collection, digital photographs of the breasts of IBC cases, and the collection of paraffin-embedded tumor tissue for IBC cases and non-IBC breast cancer cases at selected centers. The study will be conducted as a consortium, with form development and translation centered at the International Agency for Research on Cancer (IARC). The proposed study is an expansion of the pilot study of inflammatory breast cancer in Egypt and Tunisia. Dr. Soliman is the liaison to the investigators at the study hospitals and developed the procedures for the pilot study, which was designed to identify IBC cases at the study institutions in Egypt and Tunisia. He has a unique relationship with the study investigators in the institutions in Egypt and Tunisia which makes Amr Soliman the only known source for this project. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM ET, on August 31, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
