- The 12th Contracting Squadron, Randolph AFB TX, has a requirement to purchase Audio Visual Support, (hereafter referred to as A/V) for the Air Education and Training Command (hereafter referred to as AETC) to be held 6 September 2007 through 7 September 2007 at the Henry B. Gonzales Convention Center located in San Antonio, TX. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5 as supplemented with additional information included in this notice. Requirement is to provide total A/V support in support to the AETC sponsored Air Force 60th Anniversary Ball, Convention and Retired General Office Summit in accordance with the attached Statement of Work Requirements Document. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The government intends to award a firm-fixed price contract to the responsible offeror submitting the quote that provides the best value to the government. The associated North American Industry Classification System Code (NAICS) is 532490; size standard $6.5 million. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. Offerors are reminded that Representations and Certifications are to be maintained at the following website: http://orca.bpn.gov/publicserach .aspx. In the event Representations and Certifications are not on file, offerors must include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, which can be obtained at http://farsite.hill.af.mil, FAR Part 52 or on-line at http://orca.bpn.gov. A single award will be to the contractor that (1) Demonstrates the ability to provide the required equipment and services described in the Statement of Work Requirements Documents. (2) Is registered in the Central Contractor Registration (CCR) System. (3) Meets and complies with all the terms and conditions of the RFQ. (4) Represents the best value to the government as defined in FAR Part 2.101. Note: Best value means the expected outcome of an acquisition that, in the government?s estimation, provides the greatest overall benefit in response to the requirement. In determining the best value, the government shall consider the following two factors, which are equal in importance (a) Conformance to the Statement of Work Requirements Document (b) Price- price shall be firm-fixed price. If available, provide commercially available published price list for all products and service being offered. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
