Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Work Upgrade/replace audio/visual system in Building 118 Auditorium to include the following: Replace existing podium, replace existing AMX interface/systems, Audio and video projection systems. The new system will utilize a computer to be provided by the 189th and existing equipment rack. 1. GENERAL 1.1 SCOPE OF WORK A. Work under this contract includes all labor, materials, tools, transportation, services, supervision and coordination necessary to complete the installation of all audio/visual equipment, as described in these specifications and illus-trated in the asso ciated drawings. The Audio/ Visual System is referred to herein as the System and the Audio/Visual Systems Integrator as the Inte-grator. B. Not withstanding any detailed information in the Contract Documents, it is the responsibility of the Integrator to supply Systems in full working order. The Integrator assumes total responsibility to furnish all components required to accomplish the in tent of these operating systems and features. Refer to con-struction drawings for information on systems placement, audio-visual conduit systems, AC power, projection screens and lighting controls. It shall be the responsibility of the Integrator to veri fy conditions relating to these items and note any discrepancies in the intent of the System as part of your proposal. 1.2 QUALITY ASSURANCE A. It is the prime intent of these Specifications to show and define the essential minimum requirements and quality of materials, construction, finish and workmanship. B. Equipment differing from the specifications will not be considered unless am-ple proof is submitted in the form of specification data, descriptions, samples and test results indicating essential requirements of the Specifications are adhered to. 1.3 QUALIFICATIONS A. Work to be performed by an International Communications Industries Asso-ciation (ICIA-certified) company, or similar certifying agency, in the regular business of fabricating and installing audiovisual presentation and computer data display systems with a minimum of five (5) years of documented suc-cessful experience. B. All design, programming, installation and service work shall be performed by ICIA-Certified Technical Specialists (CTS), who are also AMX ACE-certified, full-time employees of the Integrator. They shall be skilled and practiced in the proper technique s required for the activity involved. Apprentices may be used for non-technical labor if under direct supervision of a CTS. C. Execute proposal and System requirements in strict adherence to standard broadcast practices, and perform all work to the highest standards of ac-knowledged industry and professional practice. In addition, adhere to these codes and standards: -National Electric Code -National Fire Protection Association -Local and State Building Codes; including Arkansas contractor's licensing requirements -Federal Communications Commission, pursuant to Part 15 of the FCC rules -NSCA, ICIA, CEDIA, SMPTE, IEEE guidelines 1.4 SUBMITTALS A. Submit a proposal identifying all major components planned for use in the System. B. Submit a sample copy of an Owners Instruction Manual for a similar system completed by your firm. C. Submit copies of technical certifications as described. D. Submit three (3) references including contact names for projects of similar size, application and scope, completed in the last eighteen months. Include a brief description of each project. Upon request, Integrator should make ar-rangements for visits to selected installations. Travel costs paid by travelin g party. 2. PRODUCTS FOR Wing Auditorium 2.1 LIGHTING CONTROL A. None planned for this project. 2.2 PROJECTION SCREEN A. Integrator to provide and install a Dalite 90x120 Cinema Contour with matte white surface or equal. 2.3 DATA/VIDEO PROJECTION SYSTEM Panasonic PT-D5700U or equal projector to include 6000 ANSI Lumens minimum. Projector shall have two separate computer inputs to accommodate system switched input from primary computer and secondary laptop input that will be wired directly from and installed in podium to projector for a switcher free secure signal. This input wil l be selectable through the switching software and will only switch projector to secondary input. This input shall not have an audio connection. Projector shall include two additional replacement lamp sets, inverted ceiling mount extension pipe Ceiling G rid Plate, or any other additional hardware as required to necessitate safe, distortion free installation. 2.4 REMOTE CONTROL SYSTEM AMX or equal Audio Visual Control system to include integrated controllers for, audio, video, com-puter sources. System will provide two control display panels one to be mounted in podium and one back stage and provide control of all inputs, equipment. In tegrator will consult with 189th Radio Fre-quency Manager and Network Control Center to ensure interference free communication between controller and switcher. Controller/switcher shall control inputs from 189th Provided computer, con-tractor provided DVD /VHS player, Tuner and include additional input switching for external video source located in stage, switch projector to secondary VGA input for laptop input as below. A. Following is a list of hardware and software issues that must be adhered to in the design. Remote control sub-systems to include all A/V MATRIX switching as required. B. Hardware Issues 1. Provide control cards, interface boxes, stainless steel engraved wall plates and cabling as required for a completely functional system. 2. RF receiver to be free from interference. If other RF signals are present on the selected frequency, supply alternate frequency free from interference. C. Software Issues 1. One power switch readies all equipment for operation. No cable patching or other preparation required. Simply load media and begin presentation. 2. Toggling functions (e.g. power and input selection) on individual devices must be supervised by current and input sensors. Software and hardware designed with synchronization for all remote control functions of power and operational features for all co mponents. 3. Where projection lamps are employed, software design is to allow proper cool down cycle. 4. Remote control system shall turn off A/V system every night at 11:00pm. Software shall turn off projectors if no media is utilized for 30 minutes. 5. Remote control system to automate setup of each media device. Selecting a me-dia device will setup video projector, preset volume, and screen. 6. Each media device to have a user-definable, discrete volume preset level and volume transition time. Wireless remote control adjusts volume only for media sources. 7. Volume and switching presets are initiated whenever a media source is selected. 8. Volume for Microphones shall be preset to prevent feedback and provide ade-quate audio levels. 9. All video devices to default (upon pressing Stop or at power-up) to blue field or blank screen. Off-air snow or audio noise may not be present prior to media se-lection. 10. Supply fully illustrated Owners Manual. Manual to clearly document all remote control features. Detail/illustrate function of each button and feature. 11. All systems to be delivered to site as fully functional assemblies. Demonstrate software functionality for Owners representative. If required, provide on site software customization to fulfill functionality. 12. Provide two-year on-site software warranty. 2.5 VIDEO & COMPUTER DISTRIBUTION SYSTEM RGB and Sync distribution must conform to the following specifications: Extron ISM482 ISM Series or equal Integration Scaling Matrix Switcher with eight configur-able inputs and two audio/video outputs and includes two build-in high performance video scalier with selectable output resolutions available from 640x480 to 1400x105 0 as required to integrate and switch audio/video/computer sources. A. No splices in cable. B. 300Mhz video bandwidth for cable, switching and amplification hardware. C. Totally free from transient and static noise not limited to but including: pixel loss, pixel shift, pixel ghosting and hum bars. 2.6 AUDIO SYSTEM Crown 280A Dual channel stereo amplifier or equal. Shall provide minimum of 80 watts per chan-nel RMS into 8 Ohms, and capable of driving 4 Ohm speakers as required. Audio Mixer and equalizer to provide balanced quality audio from Computer, DVD/VCR and Tuner. Klipsch R-5650-S or better IN-Wall Program Audio Speakers to provide quality sound from pro-gram sources, Computer, DVD/VCR and Tuner as appropriate for room size. Shure MX418DS or equal gooseneck Microphone that shall be integrated into current podium, replacing existing gooseneck microphone. Shure ULXS24/58 or equal wireless hand held microphone and receiver. Sabine Phantom Mic Rider or equal phantom powered microphone controller. Provides infrared gate that turns mic off and on automatically using a sensor that reacts to body heat. Controls pops and bursts from speech. Controls excess bass sound as speaker ge ts closer to the mic and maintains flat frequency response at all distances from mice. Automatic gain control for mic. Pro-vides feedback eliminator by adjusting before feedback occurs. Two are required, one PMR-GP1-12 for gooseneck microphone and one P MR-HH1 to control wireless hand held microphone. Microphones will be integrated into existing Crown amplifier, rack mounted equalizer and ceiling speakers. 2.7 Sign/Condition Display Alpha Big Dot or equal LED multicolor Sign that will be 8 inches high by 4 feet wide. This sign will be used to designate the classification of the briefing and will be controlled from the podium. In-stallation will also include a red light located outsi de each of two auditorium doors that will be lit when the display sign indicates a classified briefing is in process. 2.8 VIDEO EQUIPMENT Sony SLVD380P or equal DVD/VCR Combo capable of connection to and controlled by interface system. DVD/VCR will provide video to video projector and back stage monitor with preview ca-pabilities back stage. Rack mounted Cable Television tuner that will be controlled by interface system. Tuner will pro-vide television to video projector and back stage monitor from RG6 input provided by 189th. 2.9 INTERACTIVE PANEL Polyvision IP17 17 interactive Panel to be mounted in or placed in podium as to create an attrac-tive, functional monitor/control system for the speaker. 2.10 PODIUM KSI ESL40 or equal Presenters Podium. Podium shall integrate with control panels and goose-neck microphone in a professional attractive, fully functional fashion. Podium finish will adhere to existing staging wood color as to match existing d?cor. 2.11 RACK MOUNTING AND POWER DISTRIBUTION Utilize existing equipment rack provided by 189th. 3. EXECUTION 3.1 INSTALLATION Cabling 1. Use whatever precautions are necessary to prevent and guard against electromagnetic and electrostatic hum. For line level audio signals, float cable shields at the output of the source device and provide ground at the input of the destination device. 2. All wire, after being cut and stripped, shall have the wire strands twisted back to their original lay and terminated by approved solder or mechanical means. No bare wire ends are acceptable. Fold shields, not connected, back over the cable jacket and cover with heat shrinkable t ubing. Dress the shield or drain wires with heat shrink tubing. Install heat shrinkable tub-ing over the junction of the fan-out and outer jacket. 3. Isolate cables of different signal types or levels. Separate, organize and route cabling to prevent cross talk or feedback oscillation in any amplifier section. 4. Rack Wiring: Run wire vertically in adequately sized plastic raceways, or employ an equivalent bundling and support system to maintain a clear and organized appearance. 5. Route AC cords so that signal and AC cords are in the least possible prox-imity. 6. No splices shall exist in any length of cable run. All cables shall originate and terminate at devices. Where several devices are in close proximity, utilize approved housing-to-housing connectors and adapters; all such adapters shall be rotational. 7. Do not wire any cables with polarity reversed between connectors unless required by the manufacturer. Connect all loudspeakers electrically in phase using the same wire color throughout the project. 8. When pulling cable, do not bend to less than the manufacturer's recom-mended radius. Employ temporary guides, sheaves, rollers, or other tools to prevent excessive tension or abrasion to the cable(s). Pull cable with tensions, tools, and lubricants re commended by the manufacturer. 9. Use only high purity stranded copper cable; insulation dielectric appropriate to signal and code requirements; foil or braid shield. Install in metallic con-duits, wireway, or flex unless otherwise noted or instructed; and should no possibility exist f or containment in a return air space, use only Teflon or similar coated cabling with a plenum rating by the manufacturer. Cable to meet the following minimum specifications or better: LINE LEVEL West Penn 452 MICROPHONE LEVEL West Penn 452 SPEAKER LEVEL West Penn 226 VIDEO West Penn 819 RGBHV High-resolution graphics cable by Canare, Extron or Inline REMOTE CONTROL Manufacturers Recommendation MATV West Penn 841 These above cables are PVC jacketed. Provide suitable plenum rated cable where re-quired. Connections 1. Provide and install all screws, nuts and hardware; cable raceway, brackets, and harnesses; and any and all other parts as necessary for the complete and secure installation of all equipment specified. 2. Make all joints and connections with rosin core solder or with mechanical connectors. Where spade lugs are used, crimp properly with ratchet-type tool. 3. Make all connections with connectors specified herein. Employ XLR and BNC connectors wherever possible in preference to screw terminals, terminal strips or phono connectors. All connectors employed shall be designed specifically for the cable in use. 4. Adhesive-backed (double stick) tape is not acceptable for any purpose. Adhesive cable tie anchors are acceptable only when employed for routing, not support. Do not fasten anchors to any equipment chassis. 5. Do not use connector adapters. 6. Wire nut or Scotchlock connectors are not acceptable for audio, video or data circuits. 7. Employ only new, professional grade connectors, assembled, wired and installed according to the manufacturer's instructions. Do not mount connectors in inac-cessible locations. 8. Connectors shall be keyed to prevent incorrect insertion and include strain relief mechanisms, which firmly grip the cable. Do not use the same type connector for differing signals. Labeling 1. Provide engraved lamacoid identification labels at the front and rear of all rack-mounted equipment. DYMO, KROY, BRADY, BROTHER or other temporary la-beling is not acceptable. Install labels in a neat, plumb, square and permanent manner. 2. Provide an engraved label for each user-operated control that describes the func-tion or purpose of the control. Label size to be adjusted to fit available space but with uniformity throughout all labels. 3. Cables and wiring to be logically, legibly and pe rmanently labeled for easy identification. Labels on cables to be adhesive, strip-type covered with clear heat-shrink tubing or machine printed, self-laminating markers. Factory stamped heat shrink tubing may be used in lieu of the adhesive strip-type la bel. Hand-written labels are not acceptable. 4. Wiring designations to be an alphanumeric code that is unique for each cable. Locate the cable designation at the start and end of each cable run and within 3 of the point of termination or connection. Actual cable designation assignments to be deter mined by Integrator. Add cable designation codes to System schematic drawings included with Project Record Drawings. 3.2 RACK MOUNTING A. Decorative Panels, Bases and Casters 1. Provide casters on all racks unless mounted in lectern. 2. All racks or rack units shall have closure panels on left, right and top and hinged rear-access door. 3. All rack-mounted systems shall be delivered to the jobsite, pre-assembled and fully tested. Blank Panels 1. Provide perforated vent panels on all racks to fill all unused spaces. All panels shall be 1/8 black textured aluminum. Rack Kits 1. All components to be rack mounted with OEM rack kits or rack kits similar to Mid-dle Atlantic RSH-4 series. Open rack shelves are not acceptable. 2. Provide and adjust equipment backstop to prevent movement within rack kit. Power Protection & Control 1. One switch powers all equipment for each room configuration. 2. Equip all switches with extended life pilot lamp or LED. 3. Field equipment (not rack mounted) to be equipped with plug-in style RFI, spike and lighting protection devices. Device shall have filtering for common mode and normal mode noise. 4. Supply appropriate power conditioner for System power control. Supply Wiremold PLUGMOLD for internal rack power distribution 5. No permanently installed audiovisual or video equipment may be connected di-rectly to the power line without power protection. Ventilation 1. Provide ventilation adequate to keep the temperature within the rack (s) below 100?F 2. Equip any fan (s) with thermostat control 3.3 PROTECTION OF ADJOINING WORK A. Protect all adjoining equipment or furnishings from abrasion, soiling, staining and other damage resulting from installation work. Repair or replace damaged work without additional cost to the Owner. 3.4 CLEANUP A. Dust, debris, solder splatter removed. All trash disposed offsite. 3.5 FINAL CHECK OUT A. The Integrator will demonstrate all functions of the system. Corrections will be made at Integrator's expense, before final payment is made. 3.6 TRAINING A. Provide on-site instruction, as requested, to familiarize designated personnel in the use and operation of the system. The Integrator representative shall be fully knowledgeable and qualified in the operation of the system. The System Reference Manual s shall be complete, approved and on-site at the time of this in-struction. 3.7 DOCUMENTATION A. Every wire in the System must be labeled with a permanent wire marker. Label with origin and destination; all labeling to be referenced to as-built drawings. B. Supply one (1) set of as-built drawings. Drawings to detail all custom plates and System wiring. System wiring diagram to indicate color codes, connector pin-outs and wire numbers. C. Supply one (1) set of manufacturers original equipment manuals. Manuals to be alphabetically organized and neatly bound for Owner reference. 3.8 SERVICE RESPONSE A. Provide 2-hour telephone response to service requests. Provide 24-hour maximum on-site response time. All responding personnel shall comply with section 1.3B. B. Labor and materials shall be warranted to be free of defects and deficiencies for one (1) year following the date of final acceptance. Some components may be covered for a longer period of time as provided by specific manufacturer's warr anties. It is the responsibility of the Integrator to determine and assist in the execution of repair warranties as may be offered by the manufacturer.
