Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. AMCOM intends to evaluate offers and award a contract without discussion with offerors. However, the Government reserves the right to conduct discussions if later it is determined by the contracting officer to be necessary. Therefore, offerors initial o ffer should contain their best terms from a price and technical standpoint. All prospective offerors must be actively registered in the Central Contractor Registration (CCR) system. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.h tml. Payment will be made using the Wide Area Work Flow (WAWF) electronic invoicing system. The solicitation consists of 2 contract line items, one for the item described below and one for freight charges. PLEASE NOTE THE FOLLOWING: IN ORDER FOR YOUR QUOTE TO BE COMPLETE IT MUST INCLUDE FREIGHT CHARGES FOR THE FOLLOWING: FOB DESTINATION-TOBYHANNA, PA. ANY QUOTES THAT DO NOT MEET THIS REQUIREMENT WILL BE CONSIDERED INCOMPLETE AND REJECTED. WE ARE ONLY AUTHORIZED TO PURCHASE WHAT IS REQUESTED BELOW; DO NOT INCLUDE OPTIONS/EXTRAS. Salient Characteristics - Maximum opening between plates  90 inches. Oscillating and fix platen system. Platen size: 60 inches wide by 72 inches. Platen retract speed: 9 inches/minute or greater. Platen test speed: .02 to 10 inches/minute. Load range: up to 30,000 pounds or more. Footprint: 7 feet by 8 feet. Control system: Microsoft WINDOWS base. Automatic return to Home. Voltage option: 208 VAC. Constant rate and constant force warehouse stack strength test modes. Variable rate closed loop speed control feature. System to include PC, color monitor, and color printer. Control software for data acquisition and database analysis graphs to include deflection load readout. Test methods followed in accordance with ASTM and comply with ISTA, ASTM, TAPPI, ISO, and other internationally and industry recognized standards. System installation and training. RS232 communications. One year system factory warranty. Materials testing software. Tension test application package. Compression test application package. Compression and relaxation test module. Emergency off. Automatic restart after power or water interruption resuming where it left off in the test cycle. CUSTOMER SERVICE REQUIREMENTS ARE AS FOLLOWS: 1 year minimum maintenance service warranty. Start-up and training. 30/60/90 day follow-up. Two (2) instruction manuals. -Price to include shipping/handling, freight and installation, FOB destination Tobyhanna, PA. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offerors Representations and Certifications-Commercial Items, with their offer . The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order-Commercial Items, applies to this acquisition. Questions not addressed in the above description will be collected and answers will be posted on this web site in the form of a modification to W9124P-07-R-1005. SITE VISITS ARE NOT PERMITTED. An evaluation shall be performed to determine if each offer is technically acceptable. In order to determine technical acceptability of offered equipment, each offeror shall submit technical literature or brochures which clearly show that the manufacturer s product meets all of the solicitation requirements. Failure to submit the required technical literature may prevent the offer from being considered for award.
