- The Executive Office of the President intends to award a sole-source contract to the Community Anti-Drug Coalitions of America (CADCA) pursuant to 41 USC Sec. 253(c)(1), in support of the Office of National Drug Control Policy (ONDCP). The ONDCP is receiving contractor support to implement The Drug Free Communities (DFC) reauthorization Acts of 2001 and 2006. CADCA has five years of direct hands on experience with providing large scale support to the Drug-Free Communities (DFC) program, its grantees, and project officers and to the federal organization responsible for the management of the Drug-Free Communities Support Program. During this five year period, CADCA has created an infrastructure for the National Coalition to fulfill the Congressional Mandate to: a. Provide education, training, and technical assistance for coalition leaders and community teams, with emphasis on the development of coalitions serving economically disadvantaged areas; b. Develop and disseminate evaluation tools, mechanisms, and measures to better assess and document coalition performance measures and outcomes; and c. Bridge the gap between research and practice by translating knowledge from research into practical information. CADCA?s current contracting vehicle will expire in September 2007. The Executive Office of the President will award a 1-year contract for the continuation of services. There are currently over 740 grantees that rely on this system for support provided by the DFC. The resultant contract will provide grantees crucial support, such as conducting New Grantee Trainings for all grantees coming into the DFC system, and assisting with Grant Application Workshops. Also, throughout the life of a grantee?s relationship with DFC, they help improve all community?s abilities to succeed with the DFC grant and produce plans that are efficacious. The entire grant program is predicated upon a foundation of support to DFC grantees from CADCA. This crucial support ensures that grantees are effectively managing and operating Anti-Drug Coalitions. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 12:00 p.m. local time on August 31, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
