Description
NASA/MSFC plans to issue a Draft Request for Proposal (DRFP) on or about August 17, 2007, to seek industry comments for a competitive 8(a) solicitation for the Center-wide Administrative Support services at the George Marshall Space Flight Center (MSFC). After the comment period, which ends September 4, 2007, a Final RFP (FRFP) will be issued. All qualified 8(a) vendors may submit a proposal to the FRFP, which shall be considered by the Agency. This requirement is a follow-on to contract NAS8-02002 with Mainthia Technologies, Inc. The Contractor shall provide administrative support services Center-wide in the areas of clerical, desktop processing, and records maintenance. The Government contemplates a Firm-Fixed-Priced contract with Indefinite Delivery/Indefinite Quantity (IDIQ) Provisions. Task Orders will be issued against the basic contract to procure those services defined in the Performance Work Statement that cannot be predetermined or quantified in advance of contract award. The period of performance will include a Base Period (12 months) and four Option Periods (12 months each), for a total of 5 years in duration. A separate purchase order will be issued for the Phase-in Period (if proposed), not-to-exceed 18 calendar days. The Government does not intend to acquire a commercial item using FAR Part 12 (see note 26). The Government has designated this procurement as a 100 percent set-aside for 8(a) small business concerns (see Note 1). The NAICS code for the proposed effort is 561110, Office Administrative Services, and the small business standard is $6.5M. The Federal Supply Code is: R699 entitled: ?Other Administrative Support Services?. The DPAS Rating for this procurement is D0-C9. An ombudsman has been appointed: See NASA Specific Note: B. The anticipated release date of the FRFP is on or about September 7, 2007, with an anticipated offer due on or before October 9, 2007. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective Offerors shall notify this office of their intent to submit an offer. It is the offeror?s responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
