Description
The Department of Energy (DOE) is developing a Transportation, Aging and Disposal (TAD) canister-based system to simplify and standardize operations throughout the Civilian Radioactive Waste Management System. The TAD canister will be the key interface component that facilitates the various TAD system functions envisioned for temporary storage of commercial spent nuclear fuel (CSNF) at utility sites, (as necessary), transport to the repository, aging at the repository and ultimate disposal when placed into a waste package. As such, components of a TAD canister-based system will comply with applicable regulatory requirements of 10 CFR Part 71, 10 CFR Part 72 and 10 CFR Part 63. As part of the design and certification process, each vendor will prepare and submit safety analysis reports (SARs) to NRC for docketing and evaluation. These SARs shall be of sufficient detail such that the vendor can obtain 10 CFR Part 71 and 10 CFR Part 72 certificates of compliance (CoC). The development and demonstration strategy for the TAD canister-based system requires the vendor to work with one or more nuclear utility entity(ies). The vendor and its utility entity must demonstrate the operation of the TAD canister-based system after the vendor obtains the 10 CFR Part 72 CoC at the utility site. Performance specifications needed to integrate the TAD canister-based system with the system components will be specified by the user utility. All components, hardware and software needed to operate the TAD canister-based system at a commercial nuclear independent spent fuel storage installation (ISFSI) facility will be provided by others. To facilitate DOE preparation of a 10 CFR Part 63 license application (LA), the vendor shall prepare a design report, analogous to the 10 CFR Part 72 SAR, for the aging configuration at the repository.
