Description
The National Institute of Standards and Technology (NIST), Building Environment Division, has a requirement for the following items from the Raman Spectral Libraries: 1. BRUKER/MERCK FT ? Raman Library of Organic Compounds ? 3662 Spectra, Spectral Resolution: 4cm-1; Spectral Range: 3500-150 cm-1, (requires OPUS version 4 or higher; 2. BRUKER/MERCK FT ? Raman Library of Inorganic Compounds ? 353 Spectra, Spectral Resolution: 4cm-1; Spectral Range: 3500-50 cm-1, (requires OPUS version 4 or higher; and 3. BRUKER/MERCK FT ? Raman Library of Basic Monomers, polymers (1,685 spectra). These Raman spectral libraries are required to be compatible and totally integrated with the Bruker Senterra Raman spectrometer and associated Opus software. They are required to be complete for the compounds, spectral ranges and resolutions, be searchable using the Opus software, including all of the matching features and functions, without requirement any additional data manipulations or processing. ? As such, NIST intends to enter into a sole source purchase order with Bruker Optics, Inc., Billerica, Massachusetts., under the authority of 41 U.S.C. 253 ( c) (1) ? only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13 ? Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by August 27, 2007, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A request for quote will not be issued.
