Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA, and the Milwaukee U.S. Export Assistance Center (USEAC) intend to issue a fixed price purchase order to the Milwaukee School of Engineering (MSOE), to supply all labor, material, and equipment for the construction of one (1) reception area, six (6) offices, one (1) conference room, and one (1) storage area within approximately 1,600 square feet within their building. The proposed acquisition is for services the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The DOC International Trade Administration (ITA)has entered into a Joint Project Agreement (JPA), with the Milwaukee School of Engineering (MSOE) to educate students and Wisconsin business owners on the benefits of international trade and to promote exposure to and experience in the world marketplace. To facilitate this long-term agreement and working relationship, the Milwaukee U.S. Export Assistance Center is required to co-locate within the MSOE facility. The MSOE has provided 1,601 square feet of space on the first floor of its five-floor structure for this purpose. The facilities that MSOE is providing USEAC consist of unfinished open space with no existing walls or furniture. To meet the needs of the USEAC, the space must be renovated. Accomplishing these renovations will directly impact the mechanical, electrical, and heating, ventilating, and cooling (HVAC) systems, and potentially affect communications, security, and structural systems. Because this is a secured facility, such activity will require identification and monitoring of all non-MSOE persons the entire time that they are present at the site. The USEAC is not readily able to support such increased levels of technical intervention. Keeping the renovation activity fully within MSOE control will eliminate all potential risks to DOC/NOAA of harm to MSOE personnel, students, structures, and systems throughout the duration of the project, and the potential long-term consequences of a construction error or omission on MSOE systems, programs, and property. Interested parties may identify their interests and capability to respond to the requirement or submit offers. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible business sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated knowledge and experience. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No purchase order can be made to a company not registered in CCR.
