- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to enter into an IDIQ award for highly purified, biologically active proteins, protein related products, and protein expression and purification services with Protein One, 6931 Arlington Rd., Suite T100, Bethesda, MD 20814. The award is for a one-year base period with two one-year option periods. The CCR, NCI, is the largest Intramural Research Program within the NCI and the NIH. Its mission is to provide a valuable impact on human health through scientific discovery and translation of the basic research to cancer prevention and treatment. Its goal is to become a premier cancer research center that pioneers novel approaches to translational and clinical research through its basic research strengths. The center provides a unique opportunity to achieve this goal and provide training in basic and applied research. The major goal of this project is to extend the research capabilities of the NCI. ProteinOne, a company based in Bethesda, MD, and in close proximity to the NIH campus, is the only commercial vendor capable of providing a catalog of over 300 "off-the-shelf" purified protein products, as well as access to several other proprietary technologies and services for protein characterization. The company offers a unique combination of protein products and technologies, including the Active Protein Array (APA) for high throughput characterization of multiple proteins simultaneously, two RNA Polymerase II-based Transcription Kits, the ProSHIFT-Gel Shift Assay for investigating protein-DNA interactions, and customized protein expression/purification services. These products and services will assist the Government with basic research, as well as new drug assay and therapeutic development. The Contractor has developed a unique in-vitro transcription system reconstituted with purified RNA polymerase II and its associated transcription factors. Two transcription systems are offered, one for regulated transcription and the other for unregulated transcription. The Transcription Kits contain 40 identified general transcription factors, 20 gene-specific activators and 20 transcriptional co-activators. Under the proposed award, the Contractor will provide highly purified proteins in a soluble form. Of the current inventory of catalog products, 80% of the Contractor's products are unique and unavailable elsewhere. Many of these are relevant to cancer research, including a comprehensive collection of transcription factors, nuclear hormone receptors, co-regulators, protein kinases, and cancer proteins. Because of ProteinOne?s close proximity to the NIH campus, combined with their advanced protein expression capabilities and pre-purified stock proteins, the company can deliver their products and services to the NCI laboratories often in less than 24 hours. Through their ProPureServices, NCI investigators will have access to a reliable source for custom protein expression from a variety of bacterial, baculovirus, and mammalian cell systems. The ProtienOne?s services include protein identification and/or characterization, protein functional assessment, protein phosphorylation and dephosphorylation, biotinylation, custom protein array printing services and high throughput array analysis. ProteinOne is the only vendor known to the NCI Research community that can provide custom protein synthesis or pre-purified proteins, and is capable of providing a combination of custom protein synthesis, a long list of pre-purified proteins highly relevant to the ongoing research conducted at the NCI, and proprietary protein kits and assay designs as described above. Because of its close proximity to the NIH campus, ProteinOne is uniquely positioned to provide the NCI with an extremely fast response times to requests for services and catalog proteins. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above products and services they may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on August 29, 2007. Faxed and emailed capability statements are NOT authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
