- Description
- The Department of Health and Human Services (DHHS), Administration for Children and Families, Office of Community Services (OCS) administers, at the Federal level, the Low Income Energy Assistance Program (LIHEAP). As part of its Federal responsibilities for LIHEAP, OCS prepares Congressional reports (including the Annual LIHEAP Report to Congress and the LIHEAP Home Energy Notebook that supplements the Annual LIHEAP Report to Congress. The OCS requires outside expertise to support these activities and intends to negotiate on a sole source basis with APPRISE, Inc., 32 Nassau Street, Suite 200, Princeton, NJ 08542. APPRISE has been justified in accordance with FAR 13.106-1(b) based on its staffs specialized knowledge and technical experience in conducting national LIHEAP studies; working with RECS (Residential Energy Consumption Surveys); designing the RECS LIHEAP Supplemental Survey, conducting LIHEAP performance measurement studies; and providing home energy related data and analysis on all, non-low income, low income, and LIHEAP recipient households. This award will be a follow-on to work APPRISE has performed under preceding OCS contracts for LIHEAP. Award will be made using FAR Subpart 13 Simplified Acquisition procedures. The period of performance is one year from date of award, with two one-year option periods. The cumulative total for the 3 years may not exceed the simplified acquisition threshold ($100,000). The OCS requires a single contractor with specialized knowledge and experience in the following areas: (1) SAS computer programming related to and substantive knowledge of the following Federal household surveys that OCS depends upon for low income household data, i.e. the U.S. Energy Information Administration (EIA) RECS; the U.S. Census Bureaus American Community Survey (ACS); and the Annual Social and Economic Supplement (ASEC) to the Census Bureaus Current Population Survey; (2) Design of LIHEAP supplemental samples for the 2001 and 2005 RECS; (3) Historical, current, and projected low-income and LIHEAP recipient home energy usage, consumption, expenditure, and energy burden for all households, non-low income households, low income households, and LIHEAP recipient households; (4) Current, state-level, population-weighted Heating and Cooling Degree Day data, as developed by the National Weather Services Climate Prediction Center; (5) EIAs state-level, residential energy price data; (6) LIHEAP program guidelines, fiscal data, household data, performance measurement data, and evaluation findings; and (7) Development of an Adobe PDF document that is accessible to persons with disabilities pursuant to the requirements of Section 508 of the Rehabilitation Act. Specifically, the contractor shall (I) Prepare Annual LIHEAP Home Energy Notebook. The Notebook includes data that complies with Sections 2610(a)(1), (2) and (3) of the LIHEAP statute. HHS is required to report to Congress annual information concerning residential and home energy consumption; the amount, cost and type of fuel used by LIHEAP eligible households and the types of fuel used by various income groups. Subtask 1: Develop the adjusted data file from the latest available RECS through the following five steps: (i) Updated Consumption; (ii) Consumption-Based Expenditure Adjustment; (iii) Price-Based Expenditure Adjustment; (iv) Constant Dollar Expenditures; and (v) Energy Burdens. Subtask 2: Develop weighted frequency tables of energy consumption and expenditures using a series of SAS data tabulation programs. Subtask 3: Develop tables, charts and graphics for the Notebook, includes extensive review of statistics. Subtask 4: Draft the Federal LIHEAP Targeting Performance section of Notebook (Section IV). Subtask 5: Prepare state-level tables of LIHEAP income-eligible households, as shown in Tables B-1 to B-3 of Appendix B of Notebook, using three-year weighted average of data from 2005, 2006, and 2007 ASEC and repeating the preparation of such tables using two-year weighted average of data from the 2005 and 2006 ACS. Subtask 6: Prepare home energy portion of the Notebook including text, tables, charts, graphs, Executive Summary, and Table of Contents. Subtask 7: Prepare final copy of Notebook, i.e. photo-ready. Subtask 8: Develop, in accordance with ACF IT standards a Section 508 accessible PDF file of Notebooks Table of Contents and Executive Summary; (II) Provide data updates to include: Subtask 1: Update data on low income households for inclusion in the Annual Report to include (1) at national level from the ASEC the numbers of Federal LIHEAP income eligible households with incomes at the various percentages of the Federal Poverty Level, the medians of household income for households who are Federal LIHEAP income-eligible, state LIHEAP income-eligible and LIHEAP heating assistance recipients, and households at or below the Federal LIHEAP income maximum and states LIHEAP income maximums having one or more members who are 60 years or older, disabled, or five year or younger; (2) at national and regional level from RECS the average LIHEAP recipient household residential energy cost and home energy cost; and (3) in a fashion that analyzes any changes in the LIHEAP offset the heating costs. Subtask 2: Update the LIHEAP new allocation formula as required by Sections 2604(a)(2) and (4) of the LIHEAP statute; Subtask 3: Update computations of LIHEAP recipiency targeting index scores for Federal LIHEAP income-eligible households that have at least one member who is 60 years or older and (2) Federal LIHEAP income-eligible households that have at least one child who is five years or older; Subtask 4: Update residential fuel price trends and analysis in current and constant dollars for electricity, natural gas, and fuel oil and developing a composite average of these fuel types; and (III) Conduct an annual study from among a list of topics when the Government Project Officer selects such a study. Topics to be chosen from the following: (a) Assessing the utility of the core questions from the CDC Behavioral Risk Factor Surveillance System for development of LIHEAP health and safety outcome measures; (b) Conduct literature review of the effects of home energy un-affordability on non-health and safety outcomes; (c) Identify Public Utility Commission policies regarding utility service terminations for nonpayment through the compilation and analysis of State-level data from secondary sources; and (d) Determine availability of national-level data or state-level data that shows the incidence of fires related to unsafe heating or cooling practices that are caused by the un-affordability of home energy. Interested parties that can demonstrate the specialized knowledge and experience in the areas of (1) through (7) above may submit a capability statement.
