- In accordance with the Federal Aviation Administration's Acquisition Management System (AMS) Section 3.2.1.3.12, the FAA Alaskan Region is announcing that it has a requirement to contract for construction for remodel of the FAA's Air Route Traffic Control Center (ARTCC) Operations Control Wing; located at 700 N. Boniface Parkway, Anchorage, Alaska. Contractor is required to provide demolition and construction for the Operations Control Wing Rehabilitation, ARTCC (ZAN). The majority of the work is confined to the three (3) levels in the portion of the building know as the Ops/Control Wing. Interior work includes: demolition of existing walls, electrical, mechanical, fire suppression, fire detection and structural elements; installation of new walls, interior finishes, electrical, mechanical, fire suppression, fire detection and structural elements; as well as upgrades to the HVAC Direct Digital Control and fire alarm systems for the entire facility. Exterior work includes replacement of the existing Administration Wing loading dock retaining wall, new exterior entrance for the west stairwell including a new sidewalk and repairs to the temporary openings in the masonry wall. The anticipated date the solicitation will be available is August 20, 2007 with a closing date of September 27, 2007. Copies of the specifications and drawings may be obtained from the address above at a charge of : 1. Complete set of specifications - $50.00 2. Complete set of full size drawings - $225.00 (24x 36" sheets) 3. Complete set of half size drawings - $25.00 (11x17" sheets) 4. CD (2 CDs - 1 specifications, 1 drawings) - $25.00 Note: CDs are available from the FAA only, with a written request to the ACO. Contractors should allow 3 business days after written request to ACO to pick up drawings and specifications. Copies of the specifications and drawings may also be obtained from a local Anchorage, Alaska printer. Contractors must coordinate with the ACO to obtain the specifications and drawings from the printer. 1. Complete set of specifications - $42.90 per set. Sets are double sided and drilled for 3 ring binder. 2. Complete set of full size drawings - $217.80 per set. Full size drawings are 24x36" sheets 3. Complete set of half size drawings - $19.36 per set. Half size drawings are 11x17" sheets. This is full and open competition. Magnitude of Construction is between $2,500,000 and $5,000,000. Anticipated performance time is 365 calendar days from date of Notice to Proceed. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance program enables firms to apply for bid, payment and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short term receivable financing. The maximum line of credit is $750,000.
