- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number for this procurement is CH08247, and is issued as a Request for Quotation (RFQ). The anticipated award will be a Firm Fixed Price Contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-18. The award is unrestricted. The associated North American Industry classification system (NAICS) code is 611710, the small business (SB) standard for this code being $6.5 million. PROJECT DESCRIPTION: CLIN 0001: Contractor shall provide Catholic religious education coordination services under the direction of the Holloman AFB Chaplain as described below. CATHOLIC RELIGIOUS EDUCATION (RE) COORDINATOR 1. GENERAL DESCRIPTION: The Catholic RE Coordinator is responsible for the week-to-week coordination and administration of the Catholic religious education of military members and dependents at Holloman Base Chapel. The Catholic RE Coordinator is to be an active member of the Catholic faith who has acquired training and experience in Confraternity of Catholic Doctrine (CCD), teacher training, theology, and scripture. The Catholic RE Coordinator?s ministry is established to provide leadership in the design and implementation of programs for adults, youth, and children, as well as to assist in building a solid foundation for spirituality, Christian living, and services through reflection upon life experience in the light of Jesus? Gospel message. If the Catholic RE Coordinator is going to be absent, he/she is responsible for supplying a substitute with equal or higher qualifications and is approved by the Catholic Chaplain. 2. GENERAL RESPONSIBILITIES: a. Submit a resume that shows training and experience in CCD, teacher training, theology, and scripture. The resume will have at least two references, include all previous church-related work and all work with children, and give names of contact persons with addresses and phone numbers and/or e-mail addresses for each position held. If the applicant is ordained within the Catholic Church, they will submit a letter from their Bishop/Superior granting consent to accept this position. b. Be able to pass a background investigation required by U.S. Air Force standards for those working with children. c. Demonstrate good standing in Catholic Church work, and recommendation from all previous priests for work with and teaching of children. d. Coordinate a program of religious education in accordance with the guidelines set forth by the Holloman Base Chapel Wing Chaplain and Air Force Instruction 52-101. e. Be able to read and speak English fluently. f. Organize all religious education classes, recruit and train volunteer teachers and substitutes, and other necessary staff; prepare teachers and substitutes, provide workshops and attend meetings as required. g. Provide orientation for new volunteer staff members in the area of facilities, funding, religious education policies, and available resources. Organize two volunteer training events, one to be offered in the Fall and one in the Spring. h. Plan events and consider ways to honor and recognize the volunteer staff during the year, including a Teacher Appreciation event/dinner. i. Coordinate and organize any additional religious classes in consultation with the Catholic Chaplain. j. Coordinate and organize Catholic Youth of the Chapel (CYOC) activities in consultation with the Catholic Chaplain. k. Comply with all federal and local laws, requirements, and Air Force Instructions that apply to this position. l. Must function in an interfaith setting with chaplains and laypersons of different denominations, and maintain good professional relationships with these individuals. m. An undergraduate or graduate degree in Church ministry, teaching or Catholic religious education or an associate degree in certified pastoral ministry is preferred. Also, previous relevant experience in religious education leadership and Church staff work is preferred. 2. SPECIFIC RESPONSIBILITIES: a. Will provide a minimum of 16 hours per week of on-site duty performance. This will be coordinated with the Catholic Chaplain and will include being present at the chapel during pre-scheduled times during duty hours b. Arrive at least one-half hour prior to 0900 Catholic Mass due to Children?s Church. Arrive at Intermediate School for the beginning of the CCD classes around 1015 and stay until all classes have ended and clean up has been accomplished (normally 0830 to 1230), unless coordinated in advance with the Catholic Chaplain. c. Visit each class at least once a quarter or as requested by volunteer teachers needing assistance. d. Act as a liaison between parent and teacher as needed. e. Work in Religious Education Coordinator office as determined with Catholic Chaplain. Coordination with the Catholic Chaplain for work schedule requirements and administration of Sacramental records and Archdiocesan needs. f. Organize and maintain a file record of enrollment and attendance. g. Organize and maintain a current roster of the volunteer staff. h. Keep an updated file of local audio-visual resources available to the volunteer staff. i. Submit fund requests five days in advance for support of the Catholic RE program to the Catholic Chaplain and maintain budget records for the program. j. Project the required amount of RE curriculum material and submit an annual order (or quarterly) to the Catholic chaplain. k. Maintain files and submit weekly/monthly attendance reports to the Chaplain Assistant by Monday of each week/month. l. Hold quarterly planning meetings with the Catholic chaplain. m. Maintain a stock of expendable supplies and procure supplies as needed to carry on the Catholic RE program. n. Maintain the Catholic RE office and storage area in a presentable manner. o. Ensure absentee cards are sent to registered students missing two consecutive classes, and send welcome orientation letter to new enrollees. p. Submit Catholic Education reproduction needs and publicity for bulletins and newsletters, newspapers, etc., through the base Catholic Chaplain in a timely manner. q. Attend monthly Catholic Parish Advisory Council meetings and other periodic needed meetings as determined by the Catholic Chaplain. r. Any subcontracting of the position will need to be coordinated with and have the approval of the Catholic Chaplain. s. Schedule Catholic RE programs with the chapel facility scheduler ensuring there are no conflicts with other programs. t. Individual will schedule an appointment with the chapel NCOIC to receive chapel facility use and building security training upon initiation of this position. Building keys necessary to perform required services will be issued at this time. u. The base chapel will provide access to supplies, computer, and other equipment required to perform required religious education services. Individual will be required to receive US Information Assurance Awareness Training and submit security background check information prior to use of government computers. v. Prepare and provide support to seasonal programs throughout the year in conjunction with the Protestant RE Coordinator; ie; Vacation Bible School, Fall Rally Day, Fall Festival, Walk with Jesus, Christmas Program, Lenten Program, and other programs required by the chaplains. 3. SECURITY OF FACILITIES: The Contractor will ensure that all facilities used are properly secured upon departure following the conclusion of a service/rehearsal when a Chaplain or Chaplain Assistant are not present for duty. Copying of facility keys issued will not be allowed. 4. STANDARDS OF DRESS: The Contractor will be neatly attired and well groomed. Shirts must have collars and worn as designed. Cut-offs, shorts, pedal pushers, halter-tops, and similar attire are not acceptable. Any hair length, beards, or mustaches are acceptable, provided it is neat, clean, and properly trimmed. Contractor must act in professional and business-like manner while performing this contract. 5. THE WING CHAPLAIN WILL: Send the coordinator to a training conference when there is funding available. Review the contract annually to consider exercising of renewal option. Offers are due no later than 1700 MDST, 24 August 2007, and must be sent to the Point of Contact (POC). The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial Items, to include the following addendum: ?Quotation submitted shall contain the following information: Solicitation Number; Time specified for receipt of offers; Name, Address, and Telephone Number of Offeror; Terms of the expressed warranty; Price; Any discount terms and acknowledgement of all solicitation amendments. Quote prices must indicate quantity of material or parts, unit price, and extended amount. Offerors who fail to furnish the required information, or reject the terms and conditions of this solicitation may be excluded from consideration?; FAR 52.212-3, Offerors Representations and Certifications/Commercial Items (Mar 2005) (or a statement that this has been completed in ORCA), are to be completed and submitted with the offer; FAR 52.212-4 Contract Terms and Conditions/Commercial Items (SEP 2005), to include the following addendum: ?Facsimile and e-mail offers will be accepted.?; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Jun 2007) (a) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (a) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor?s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (b) (1) Notwithstanding the requirements of any other clause in this contract, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vii) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause. (i) 52.219-8, Utilization of Small Business Concerns (May 2004)(15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. Flow down required in accordance with paragraph (d) of FAR clause 52.247-64, (2) While not required, the contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations. 52.252-6 -- Authorized Deviations in Clauses. Authorized Deviations in Clauses (Apr 1984) (a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of ?(DEVIATION)? after the date of the clause. (b) The use in this solicitation or contract of any Defense Acquisition Regulation (48 CFR Chapter 2) clause with an authorized deviation is indicated by the addition of ?(DEVIATION)? after the name of the regulation. (End of Clause) 52.219-28 ? Post-Award Small Business Program Rerepresentation. Post-Award Small Business Program Rerepresentation (June 2007) (a) Definitions. As used in this clause-- Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority. Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. The Contractor shall notify the contracting office by e-mail, or otherwise in writing, that the data have been validated or updated, and provide the date of the validation or update. OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
