Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. This RFQ solicitation is set aside 100% for small busin esses; the NAICS is 336214 and the small business size standard is 500 employees. Line Item 0001: Qty. 1 Each, Command and Control Trailer that meets the specifications provided below, dated 18 August 2007. Offers shall specify delivery date, and type of f reight transportation (FOB Destination is preferred). Delivery shall be to 172d ALCF, CMSgt Robert Owens, 141 Military Drive AW 26, Jackson, MS 39232-8881. The offeror shall provide a standard commercial warranty equal to that offered in the commercial mar ket. The offeror shall provide specifications, drawings, and product literature that sufficiently describe the trailer and its features and accessories to permit accurate and complete evaluation of the offer. The provision at 52.212-1, Instructions to Offe rors-Commercial Items (SEP 2006) applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items (JAN 1999) applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror wh ose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price and technical conformance to specifications are the factors that will be used to evaluate offers, with technical conformance app roximately equal to price. The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (NOV 2006), Alternate I, applies to this acquisition and a completed copy of this provision shall be submitted with any quote. Offerors may el ect to complete this provision online at https://orca.bpn.gov, in which case the offeror is required to prepare and submit paragraph (k) of this provision with the offer. If the offeror elects to complete the provision manually, paragraphs (b) through (j) of the provision must be submitted with the offer. The government will refer to the areas of the trailer as follows: Standing inside the trailer, the right side shall be at your right when looking in the direction of the trailer tongue. Standing inside the trailer, the left side shall be at your left when looking in the direction of the trailer tongue. This side is also known as the street side. 2. Dimensions: The height of the trailer shall be calculated from the ground to tallest point of the trailer, to include any piece of mounted equi pment or hardware. The width of the trailer shall be calculated between the farthest point from each side, to include axle and wheel or any piece of mounted equipment or hardware. The length of trailer shall be calculated from the tongue to the farthest po int at the rear of the trailer, to include any piece of mounted equipment or hardware. Minimum Interior Trailer Dimensions: Tongue Length N/A; 15.5ft. L x 88in. W x 88in. H. Minimum Exterior Trailer Dimensions: Tongue Length 4ft.; 16ft. L x 96in. W x 90in. H. Maximum Exterior Trailer Dimensions: Tongue Length 4ft.; 16ft. L x 96in. W x 108in. H. 3. The trailer shall be equipped with a pneumatic mast capable of extending 30ft. and supporting up to 75lbs. at its tallest point. The mast shall be mounted on the tongue end of the trailer and in close proximity to the shelving system in order to limit the amount of exposed cables and wiring. The mast, when lowered, should not extend above the height of the trailer or below the trailer frame due to height limitation s and loading on a C-130 Cargo plane. 4. The interior of the trailer shall be equipped with a shelving system capable of holding or housing 5 each Raytheon PSC-5D radios (Radio dimensions: 15in.L x 10in.W x 4in.H, Weight 15lbs. each). It is preferred that the shelving system for the radios be located in the front street side portion of the trailer, thus allowing for the radios to be in closer proximity of the workstation table. Also, a weatherproof pass through for antenna cables is required near the radio housing. 5. Require 1 each Electric brake actuator with lunette eye coupler sufficient for trailer size and weight. 6. The electrical towing connection shall be a standard 4 pin connection. 7. Require 1 each drop leg tongue jack with steel disc foot suffic ient for trailer size and weight. 8. Require 4 each removable swivel mount stabilizer jacks sufficient for trailer size and weight, positioned in each of the trailer corners. 9. Require high speed tandem torsion axles with brakes sufficient for trailer siz e and weight. 10. Require wheels and tires sufficient for trailer size and weight, capable of daily road wear and tear. Offers shall ensure the trailer does not exceed the maximum height and width when tires and wheels are mounted. 11. Require 2 each heavy duty safety chains with hooks sufficient for trailer size and weight. 12. The trailer chassis shall have 8 each tie down rings screwed in and welded at locations that allow for optimal load distribution of trailer weight. Tie down rings will be rated at l east 3 times the weight of the trailer. The rings shall be placed symmetrically to allow forward and aft restraint while being carried on an aircraft. 13. The floors, walls, and ceiling shall be insulated with R-11 insulation or a comparable material. The interior walls shall have a finished surface (i.e. Laminate), and the interior floor shall be covered in a material that is durable and seamless (i.e. polyurethane lining similar to that used on truck beds). The selection of material(s) shall be at the dis cretion of the offeror, but shall meet or exceed the recommendations shown above. 14. The trailer shall have a laminated surface installed which runs the entire length of the interior street side that is 18in. in depth, thus allowing for 3 each workstations. The workstations shall have 1 each holes drilled near, but not touching, the wall, to allow for multiple cables to be run through them (i.e. 3 each holes spa ced equally apart along the entire distance of the workstation surface). The entire surface shall be hinged and have the capability of being lifted/folded up and secured against the street side wall. The securing mechanism shall be sufficient/strong enough to withstand movement while being pulled by truck or shipped by air. 15. The interior of the trailer shall have 3 each 2-bulb fluorescent light fixtures, spaced equally apart above each workstation. 16. The trailer shall have 3 each fixed tinted safety gl ass windows measuring 3in. H x 4in. L on the street side. Offerors may install 1 each window on the basis that there are 3 each distinct sections separated by channels. Thickness determined by contractor. 17. The trailer shall have 2 each doors, 1 each in rear and 1 each on the right side. Each door shall have full length continuous hinges, dead-bolt locks, and handles. The right side door shall be approximately 6ft. H x 3ft. W, and allow for an average person to pass through with approximately 6in. of clea rance on each side with a small viewing window installed. The rear doorway shall consist of a double overlapping door approximately 5ft. W and 6ft. H. All doors shall have the capability of being secured when fully open to prevent movement due to occurrenc es such as high wind. 18. Heavy duty load center with breakers 100 amp (3 pole), 240v/120v single phase 60 Hz with capability of simultaneously powering 4 computers (voltage 115), 2 PSC-5D radios (voltage 115), 1 A/C with heater strip (voltage 230), 4 fluo rescent lights and other receptacles (voltage 115), and 4 500 watt flood lights (voltage 115), small refrigerator and microwave. 19. The interior of the trailer shall have 8 each GFI protected duplex receptacles. There shall be 3 each receptacles under the workstation top on the street side, 3 each on the right side, and 2 each in the front of the trailer. 20. The exterior of the trailer shall have 4 each 500 watt quartz flood lights mounted with stainless steel hardware/brackets. If the maximum dimensions of the trailer (width, length, or height) are exceeded when mounted, the flood lights should have the capability of being removed, reinstalled, and repositioned. Flood light wiring shall have a weatherproof wiring harness that allows for quick connect/disc onnect. There shall be 2 each flood lights mounted opposite one another near the top corner on each end of the trailer. 21. There shall be an electrical box (NEMA 3R type) installed in the front wall of the trailer and will include a pigtail from the inter ior wiring to provide power to the trailer. It is at the discretion of the offeror to include any additional power cables from the electrical box, though if providing should b approximately 50in. in length. 22. The trailer shall have 1 each 1.5 ton wall mo unted A/C unit with a 5 KW heat strip (preferably mounted on front of trailer). 23. A steel or aluminum ladder shall be mounted to the front wall of the trailer for access to the roof. 24. A reinforced area measuring approximately 8ft. W x 4ft. L shall be built into the roof to allow for equipment mounting personnel access. The reinforced area shall be capable of supporting a minimum of 600lbs. 25. The interior of the trailer shall have a minimum of 3 500lb capacity tie down rings on each side and 4 tie dow ns mounted in the floor for securing cargo inside the trailer. The offeror shall have the flexibility to determine best method of support, i.e. metal roof rack, reinforcement of the trailer roof, or etc. 26. Trailer shall be D.O.T. approved and meet all cr iteria required to be classified as street legal. 27. Desired color is white or Air Force blue with a white top.
