Description
In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency (EPA), intends to negotiate on a sole source basis with MPI Drilling, Picton, Ontario, Canada to purchase a rotosonic coring device for the U.S. EPA, Office of Ground Water and Water Ecosystem Restoration Division, in Ada, Oklahoma. The purpose of obtaining the sonic coring device is to enhance the Agency's subsurface exploration capabilities by being able to drill to and sample at greater depths to obtain continuous, undisturbed cores up to 20 feet in length. The required rotosonic coring device must be compatible with a CME-95 drilling rig, be lightweight, have rapid drilling rates, and have the capability of drilling without drilling fluids or air to move cuttings, thereby minimizing disturbances along the borehole, maintaining sample integrity. The contractor shall be responsible for delivering and assembling a fully operable system to CME, to include ensuring that the rotosonic coring device is fully operable once installed on the CME-95. The Contractor shall also be responsible for providing training in the use of the rotosonic coring device to both CME and EPA personnel. The contractor shall be required to provide 2 sets of drawings and 2 sets of operating manuals. Specifications: 1. Must be compatible with the CME operating system, and CME engineers must be comfortable adding this unit to their equipment. 2. Sonic head must be able to operate at a frequency of up to 200 hertz. 3. Coring tube and extension tubes must be able to fit down the 4 1/2" CME hollow stem augers. 4. Weight of the sonic head must be 1,000 pounds or less so it can be lifted with the large wireline of the CME-95, as well as the small crane mounted on the CME support truck. 5. Approximate dimensions shall be: 24 inches width x 24 inches length x 24 inches height. 6. Horsepower requirements: 120 to 130 horsepower. 7. Sonic system must be able to be operated using the CME drive motor and the motor must be able to support a pump sufficient to operate the sonic drive head. The requirements for the pump are able to supply 38 gpm of hydraulic oil at 3000 psi. 8. The requirement also includes: 230' of 2 3/8" API 10' extension rods, 20' of 2 3/8" API 5' extension rods, 30' of 4"corebarrels, 12 drive shoes and 4 adapters from extension rods to core barrels, all required to be compatible with the rotosonic coring device. Required delivery: No later than 90 days after receipt of award. The NAICS is 333131, size standard 500. THIS NOTICE OF INTENT is not a request for competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability of meeting EPA requirements to respond to the requirement by submitting detailed technical documentation to Linda Merryman, Contract Specialist, at the office identified above, by fax (513) 487-2107 or by e-mail merryman.linda@epa.gov. The technical documentation must establish that the sonic coring device to be provided meets all requirements. Anticipated award date is September 20, 2007. Documentation must be submitted to Linda Merryman by 2:00 PM, September 4, 2007 in order to be considered by EPA. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
