- NASA/GRC has a requirement for a Hall Measurment System. This notice is a combined synopsis/solicitation for commercial item(s) prepared in accordance with the format in FAR part 12, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) set forth in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Offer (RFO) for a Hall Measurement System as follows: Specifications for Hall system: 1. Temperature capability ? room temperature to 800 K 2. Capable to operate at temperatures up to 1273 K 3. Magnetic field ? exceeding 2 Tesla (preferable using at least 7 inch electromagnet) 4. Maximum sample diameter ? 60 mm 5. Operational in vacuum or inert atmosphere 6. Computer ?windows based system with 19? monitor 7. Software package for determination of magnetoresistance, resistivity, Hall coefficient, mobility, four wire resistance, or hysteresis loops. The software shall resolve individual carrier mobilities and densities in multi-carrier devices 8. Variable temperature and field sweep. 9. Resistance Measurement range 0.04x10-3 to 200x1012 ohms. Ability to upgrade to an AC current option measures resistance down to 10 ? and increases resolution up to 10 ppm from 0.1  to 10 k 10. Current ?1 pA to ?100 mA 11. Voltage 0 V to 100 V 12. Carrier Mobility range: 10 to 1?106 cm2/Vs 13. Carrier concentration density 8?102 to 8?1023 cm-3 14. Magnetic field homogeneity ?0.2% over centered 5 cm (2 in) diameter circle 15. Anomalous Hall Effect measurement capability. 16. Ability to upgrade to Closed Cycle Refrigerator, to allow measurements from 15 K to 350 K. A copy of a published price list, catalog price or computer page printout showing the price for requested items may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides a proposal). Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form. Offerors shall provide the information required by FAR 52.212-1 as amended and the following: 52.212-1 (b) amendment: All offerors shall include full and complete product specifications including technical specifications on all components. Offerors shall also include a list of at least three (3) recent sales of identical or similar equipment, including contact information for the customer, so the Government can verify past performance. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin. Offerors must provide a completed copy of 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote or a print out of the verified copy from ORCA.
