- NASA/GRC has a requirement for an Ultrafine Condensation Particle Counter that meets the following minimum requirements: 1. Detectable particle size (D50) : 2.5 nm or smaller 2. Particle concentration range: 0 to 3?105 particles/cm3, single particle counting with continuous, live-time coincidence correction for maximum measurement efficiency. The UCPC displays concentrations to 106 particles/cm3 3. Particle concentration accuracy: ?10% at <3?105 particles/cm3 4. The inlet flow shall be capable of configuring for either high-flow mode operation (1.5 L/min) or low-flow mode operation (0.3 L/min) 5. Response time: a. High-flow mode <0.8 sec to 95% in response to concentration step change b. Low-flow mode <5 sec to 95% in response to concentration step change 6. The instrument shall come with Aerosol Instrument Manager software which is a 32-bit measurement and analysis software. The software will operate under MS Windows? 2000 or XP 7. The instrument shall uses butanol as condensing liquid working fluid with butanol-friendly features, including anti-spill design, water-removal system, butanol odor absorber, and resistance to optics flooding 8. The instrument shall have removable saturator wick for easy transport and maintenance 9. The instrument shall have built-in data logging and storage capability with removable memory card 10. The instrument shall have USB, Ethernet and RS-232 availability 11. It shall be capable of using an external pump to drive the flow in long term monitoring 12. The instrument shall be capable of operation over the pressure range from 0.75 to 1.05 atmospheres and from 10 to 35oC of sample temperature 13. Front-panel color LCD display showing particle concentration, plots of concentration versus time, total counts, or instrument status 14. The instrument shall have built-in SMPS compatibility so that it can be used as part of a TSI Scanning Mobility Particle Sizer? (SMPS?) spectrometer 15. The system?s calibration shall be based on a NIST traceable source 16. The system shall be capable of remote controllable 17. The system shall be a standard production item, not a ?one -off? or prototype instrument. This requirement is dictated by the fact that the test facility has a limited resident support staff. The instrument shall be fully supported by the manufacturer now and in the future 18. Installation shall be performed by factory trained service personnel 19. The system shall be warranted for one year includes parts and labor 20. Delivery time shall be less than 10 weeks NASA/GRC intends to purchase the item from TSI of Shoreview, MN, because they are the only source who can meet the above requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/23/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
