- NASA Headquarters (HQ), Science Mission Directorate, Office of Applied Science Program, plans to continue it?s participation in the National Academies, Disasters Roundtable (DR). The DR provides a multi-disciplinary forum for discussions of urgent and important issues related to natural, technological, and other disasters. It emphasizes the exchange of ideas and facilitates personal working relationships between the federal agencies, the private sector, and experts in related fields of science, engineering, and health. The mission of the DR is to facilitate and enhance communication, and the exchange of ideas among scientists, practitioners, and policy makers in order to identify emerging issues related to natural, technological, and other disasters. The DR examines how these impacts can be mitigated through research and advances in science and technology, and thus creates a more sustainable world. As part of our sponsorship, NASA will be a major participant in the National Academies, Disasters Roundtable. The National Academies, Disaster Roundtable is scheduled for September 30, 2007. Therefore, NASA HQ intends to issue a Sole Source Procurement to the National Academies for the Disaster Academies Roundtable. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ intends to award a purchase order for continue participation in the National Academies, Disaster Roundtable. The authority is FAR 6.302-1(a) (2) ?only one responsible source?. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing, by FAX or E-Mail, to the identified point of contact not later than 11:00 a.m. (EST.) on August 24, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
