- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA Forest Service, Pike and San Isabel National Forests, Pueblo, Colorado has a requirement for Pre-Cast Retaining Wall Blocks at the Lake Isabel Work Center and the Lake George Work Center. Description of Work Lake Isabel Work Center: Vendors shall submit quotes that include a sufficient amount of blocks for the complete construction of 2 separate retaining walls, each with the following dimensions: average height of 6 feet; length of 150 feet. The total installed face area will be 1,800 square feet (for both walls combined). Quotes should be based on the following material specifications: 1,800 square feet of Pre-Cast Concrete Retaining Wall Materials (Block Dimensions approximately 48 inches wide by 18 inches high); delivered and stockpiled at the Lake Isabel Work Center. Quotes shall include breakdown showing separate identification and costs for standard base blocks, end treatments, and cap blocks (the assumption being that these are included in the above wall dimensions), as applicable per manufacturer?s standard design parameters, and to accommodate the wall dimensions provided. Lake George Work Center: Vendors shall submit quotes that include a sufficient amount of blocks for the complete construction of 2 separate retaining walls, each with the following dimensions: average height of 6 feet; length of 200 feet. The total installed face area will be 2,400 square feet (for both walls combined). Quotes should be based on the following material specifications: 2,400 square feet of Pre-Cast Concrete Retaining Wall Materials (Block Dimensions approximately 48 inches wide by 18 inches high); delivered and stockpiles at the Lake George Work Center. Quotes shall include breakdown showing separate identification and costs for standard base blocks, end treatments, and cap blocks (the assumption being that these are included in the above wall dimensions), as applicable per manufacturer standard design parameters, and to accommodate the wall dimensions provided. Structural Wall Material Specifications: Retaining wall materials shall be solid pre-cast concrete blocks commercially manufactured for retaining wall applications. Individual blocks shall have approximate nominal face dimensions of 48 inches wide by 18 inches high, not including end sections and cap blocks. Block depth determined by the manufacturer consistent with their standard geotechnical designs. Front face shall have a split limestone appearance. Color shall be natural gray. Concrete shall have a minimum strength of 4,000 psi at 28 days, and have 4-1/2 to 7-1/2 percent air entrainment. Blocks shall have top-lifting anchor points and integrated designs for interlocking of units and construction of heights described above without the need for geo-grid or tie-backs. Project (Stockpile) Locations: The Lake Isabel Work Center is approximately 40 miles southwest of Pueblo, Colorado. From Pueblo, head south on I-25 approximately 23 miles to Colorado Hwy 165 (Colorado City/Rye exit). Head west on CO165 for approximately 18 miles to the work center. The Lake George Work Center is approximately 35 miles west of Colorado Springs, Colorado. From Colorado Springs, head west on U.S. Highway 24 for approximately 35 miles to Lake George, Colorado. The work center is just off of Highway 24 on the east side of the community, on the north side of the highway. Delivery: Delivery will be arranged by the Contracting Officer Representative and coordinated with the supplier. Supplier shall be responsible for unloading materials and stockpiling them in a safe and stable configuration. Installation Instructions: The supplier shall provide detailed written installation directions, drawings and specifications for generic roadside retaining wall applications. Additionally, a point of contact shall be provided for technical telephone consultation, for commonly encountered construction problems or situations that might arise. The solicitation and subsequent contract award incorporate provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-18 (7/24/2007). This acquisition is 100 percent set aside for small business. The North American Industry Classification system (NAICS) code for this acquisition is 444190 and the size standard is $6.5 million. Quotes must be received in no later than close of business on September 4, 2007. Award will be made to a responsible vendor whose offer is most advantageous to the Government based on price and other evaluation factors contained in this solicitation. Award will be made approximately September 10, 2007. Period of performance will be September 10 through October 10, 2007. The provisions at 52.212-1, Instructions to Offerors--Commercial, applies without addenda. Offerors shall include a complete copy of the Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications--Commercial Items, with quotes. The FAR clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies without addenda. The FAR clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The successful offer(s) shall comply with FAR 52.204-7 Central Contractor Registration (Oct 2003) and FAR 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Regulations (Oct 2003) prior to contract award.
