- The U.S. Department of Energy (DOE), Energy Information Administration (EIA) intends to award a modification in the amount of $30,000.00 to Contract DE-AC01-07EI38172 which was awarded to Dr. George M. Lady (Optima Consulting Services) of Hainesport, New Jersey for expanded services under Contract DE-AC01-07EI38172. The period of performance of Contract DE-AC01-07EI38172 is currently from May 1, 2007 through January 31, 2008. Such expanded services will involve estimating crude oil elasticities for the EIA. Contract DE-AC01-07EI38172 was awarded on April 30, 2007 in the amount of $125,000.00 for the purpose of providing evaluation methodology support regarding portions of the National Energy Modeling System (NEMS) and the Short Term Energy Outlook (STEO) and related assistance to the EIA. In addition, this modification will change the period of performance of Option Period Two of Contract DE-AC01-07EI38172 FROM February 1, 2009 through April 30, 2009 TO February 1, 2009 through July 31, 2009, a period of 6 months. The value of these expanded services will increase the total amount of Contract DE-AC01-07EI38172 by $30,000.00, from $125,000.00 to $155,000.00. Dr. Lady has provided extensive software customization support to the EIA for many years with regards to the NEMS and the STEO. Dr. Lady has also, and is currently using his own proprietary software applications in analysis assistance to the EIA. No other source exists which possesses both Dr. Lady???s knowledge of these systems, their content and an equivalent to the highly specialized software to which he has proprietary rights. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. Interested parties may submit a capability statement and pricing information for the requirement within 15 calendar days of the publication of this notice, to be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
