- This is a combined synopsis/solicitation for services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (i) The purchase request number is F3M3SV7170A006 and the solicitation is issued as a request for quotation (RFQ). (ii)This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular Fac 2005-18, Effective 30 June 2007. (iii) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 611620 and the small business size standard is $6.5 million. (iv) This requirement consists of one Line Item: Fitness Instructor conducting an estimated 1400 classes over 12 months with three (3) option years. Provide a breakdown of each year starting with this year being the BASE YEAR. (v) The contractor shall provide a certified group exercise instruction on low impact, step, circuit training, and kickboxing. (vi) Period of performance is from 01 Oct 07 to 30 Sept 08. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. (ix)Paragraph (a) of FAR 52.212-2 is added to read: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: past performance (see FAR 15.304) and price; Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). The contractor certifies that it can perform within the period of performance by submitting a quotation. (x) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. The contractor shall be registered in the Online Representations and Certifications Application - ORCA - at http://orca.bpn.gov/. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition Paragraph (o) is changed to read: The contractor shall provide all standard commercial warranties to the government. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xiv) The Defense Priorities and Allocation System (DPAS) is not applicable to this acquisition. (xv) Commerce Business Daily numbered note 1 applies to this acquisition. (xvi) The solicitation due date is 5 September 2006, 4:30 PM EST. Funds are not presently available for this contract. The Government?s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
