Description

The proposed 5-year IDIQ contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The intended source is TSI Incorporated, 500 Cardigan, Shoreview, MN 55126-3996. The PATS upgrade consists of four different kits: 87, 48, 67, and 10, that upgrades the various models of PATS that have been produced and delivered to the Government. The main components of the kits are memory chips Erasable Programmable Read-Only Memory (EPROM) and Electrically Erasable and Programmable Read-Only Memory (EEPROM loaded with a numerical computer code written by TSI unique language with TSI proprietary instrument parameters. The EPROMS and EEPROMS enable the diagnostic feat ures (i.e.: time of use and critical component condition) to the PATS. The code loaded on these chips controls the operation and diagnostic capability of the PATS. TSI is the only known source to produce and deliver the required kits to the Government. A Government Technical Data Package (TDP) for the upgrade kits is not available for competitive acquisition. All responsible sources may submit a proposal which shall be considered by the agency. FOB is Destination. Estimated issue date is September 7, 2007. First Article is required. This solicitation will be issued electronically in accordance with FAR 4.501, 5.102 (2) (7) and 14.205-1(c) therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the is sue date by accessing the following address via the internet: http://aais.ria.army.mil. CAUTION: The solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable t o maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain and said amendments, which may be issued. Failure to obtain any said amendments and to respond t o them prior to the date and time set for the bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
