Bowen, 903-838-8781 ext 109 Contract Award Dollar Amount: Less than $100,000 firm fixed price Contractor: Portadam Inc, Williamstown, NJ Description: The proposed contract action is for all material and supplies, excluding sandbags, necessary to construct a portable dam at the Piney Point boat ramp on Wright Patman Lake, Cass County, TX in which the Government intends to solicit and negot iate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received wit hin 10 days after date of publication of this synopsis will be considered by the Government. Interested companies shall respond to this notice by providing the following information: 1) Company Name, 2) Address, 3) Point of Contact information with telep hone number and email address, 4) Cage Code, 5) Capabilities information/statement showing that the company has the ability to fulfill the Government requirement as described herein. The contractor shall be able to comply with all requirements described he rein to be considered capable. This notice of intent to award a sole source is NOT a request for competitive proposals. The NAICS code is 237990. SIC code is 1629. The size standard is $31 Million. The Government requirement is for the construction of a portable dam at the Piney Poi nt boat ramp on Wright Patman Lake, Cass County, Texas. The contractor shall supply an in water installation crew, including a minimum of two divers. Installation and removal of the portable dam shall take no longer than six (6) days to complete, four (4) days for installation and two (2) days for removal. The portable dam is necessary to enable the government to complete the construction of the boat ramp. A detailed plan indicating the materials to be used in construction, as well as schematic drawings of the dam in place, shall be provided to the government at the time of contract award. The total length of the portable dam is expected to be 230 feet. Minimum freeboard on the dam shall be two (2) feet. All diving operations shall be in accordance with the U.S. Navy Diving Manuals, Volumes I and II (NAVSEA 0994-LP-001-9010 and 9020) and EM 385-1-1, U.S. Army Corps of Engineers Safety and Health Requirements Manual, Section 30, CONTRACT DIVING OPERATIONS, dated 3 November 2003. All dive operations shall be c onducted using dive tables included in U.S. Navy Diving Manuals. The government will ensure that the site is prepared for the installation of the portable dam. This includes all leveling and ground work onshore. The government shall provide a lifting rig during installation and removal of the portable dam. The lifting r ig shall load and offload all equipment and materials to be used in the portable dam. The government shall provide two laborers to assist with onshore installation and removal of the portable dam. The government shall provide approximately 500 sandbags to be used in the installation of the dam. The government will be responsible for initial dewatering of the area for construction, which includes maintenance pumping to include all seepage, groundwater, overflow, and precipitation. The lake elevation during t he time of th e portable dam installation is expected to be 227 ft. msl. The depth of water at the site will vary from shoreline (0) to seven (7) feet at the outer limit of the dam.
