- The proposed contract action is for two each HERMES Large Server Hardware Package (Hardware Primary Server and Backup Server) consisting of: Dell Precision 490 CPU, Intel Dual Xeon Processor 2.33GHz, 4GB RAM, 2x750 GB HDD, DVD+-RW Drive, 10/100/1000 Mbps Ethernet Interface and Windows 2003 Server License; One each Workstation Software suite ready for use with choice of clinical applications (available separately). The HERMES Large Server includes connection via DICOM or Native protocols to 10 other sy stems or printers and includes 10 additional HERMES Client floating licenses; One each Large Server workstation software suite ready for use with clinical applications (available separately). Includes: 1 x HERMES Client License, 1 x Windows XP Professional License, Dell Optiplex 7 45SF, IntelCore2 Duo 2.4 GHz, 4GB RAM, 1 x 250GB HDD, 10/100/1000 Mbps Ethernet interface, 1 x Windows XP License, 1 x 24 Flat Panel Screen; One each Compact Hardware provides hardware platform to complement the HERMES Compact Software Package, Includes: D ell Optiplex 745SF, IntelCore2 Duo 2.4 GHz, 4GB RAM, 1 x 250GB HDD, 10/100/1000 Mbps Ethernet interface, 1 x Windows XP License, 1 x 24 Flat Panel Screen; One each HERMES PACS Integration provides automated or manual DICOM Import, Export and Query Retrieve connection to one PACS system. DICOM to Interfile conversion is included. Includes link to the local radiology or hospital information system (HIS/RIS) using DICOM Basic Worklist as standard (or vial HL7 or customized protocols at additional cost), ensuri ng that any studies sent to PACS are checked against the HIS entries for data integrity. HERMES DICOM Import and Export and Query/Retrieve Software are not included and must already be licensed and installed on the HERMES Server. Includes configuration of worklist query from a DICOM Basic Worklist server and includes distribution to up to 5 systems of the following type: DICOM Basic Worklist SCU Devices, HERMES Acquisition (HDAQ), Siemens ECAT 7.2, Siemens ICON, Sopha (SMV) XT, Strichmann, ADAC Pegasys, Phi lips/Picker Odyssey. Installation configuration and check of transferred studies is included; One each HERMES Connection: HIS/RIS. Includes configuration of worklist query from a worklist server and distribution to up to 5 systems of the following type: DI COM Basic Worklist SCU Devices, HERMES HDAQ, Siemens ECAT 7.2, Siemens ICON, Sopha (SMV) XT, Strichmann, ADAC Pagasys, Philips/Picker Odyssey; HERMES Connection: Sopha XT Native. Provides the facility to send native format studies to and retrieve and conve rt native format studies from a Sopha XT system using STP, Installation, configuration and check of transferred studies is included; One each HERMES Connection: Standard DICOM System/PACS. The HERMES Standard DICOM System Connection provides DICOM Import, Export and query Retrieve connection to one networked Camera, Scanner or PACS system subject to the connected system capabilities. DICOM to Interfile conversion is included. HERMES DICOM Import and Export and Query/Retrieve Software are not included and mu st already be licensed and installed on the HERMES system. Installation, configuration and check of transferred studies are included HERMES Conversion: Sopha XT Native. It can be used to reconstruct studies acquired in any matrix size over any number of angles with a parallel hole or fanbeam collima tor. The program can reconstruct data acquired from cameras with 1, 2 or 3 heads. Corrects for the imaging system transfer function using a constant or a depth dependent point spread function. Scatter correction, Non-uniform attenuation correction using tr ansmission maps, Automatic outline on each slice for uniform attenuation correction, Reconstruction of transmission scans; The HERMES Volume Applications Package (for use on more than one HERMES system or HERMES Client) comprises: MultiModality Fusion and Review and Volume Display Change Matric Size, Color Table Editor, Copy to Disk, Make MIP (Maximum Intensity Projection) Movie, RAPID for PC; HERMES PERFIT is a program for automatic reorientation and quantification of myocardial perfusion scans based on pu blished algorithms. It fits and compares patient images to three-dimensional reference templates created from images of normal patients. The templates are oriented along the axis of the heart, so the PERFIT fitting results in images aligned to the appropri ate short-axis, horizontal long-axis and vertical long-axis orientations. Rest and stress studies are also aligned to each other. Requires a Hermes with a CD writer for CD creation., Minimum client system requirements: Windows XP/2000, 512 MB RAM, Pentium IV, 1 GHz or faster, CD-ROM drive, graphics card capable of 32 bit color quality at 1280 x 1024 screen resolution; Hermes On- Site Installation Configuration and Testing of a Hermes Client. Vendor must complete the Tri-Service Infrastructure Management Program Office (TIMPO) Business to Business (B2B) Gateway process to ensure they have remote access to the system if required. As part of the B2B process vendor will assist in preparing Defense Information Assurance Certification and Accreditation Process (DIACAP) documentation in order to receive an Authority to Operate (ATO). The system will be compliant with Milit ary Health System (MHS) standards for architecture. In accordance with Army Regulation 25-2, Information Assurance, the LRMC Information Management Division will maintain administrative rights over the equipment and will scan to ensure vulnerabilities t hrough the Information Assurance Vulnerabilities Management (IAVM) program are being applied; Hermes On-Site Installation Configuration and Testing of a Hermes Tandem Server; Hermes Training On-Site training at the Landstuhl Regional Medical Center, Landst uhl, Germany. The Europe Regional Contracting Office intends solicit and negotiate with only one source under the authority of FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals, however, all proposals received within seven (7) days after date of publication of this synopsis wil l be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
