- The U.S. Army Space and Missile Defense Command on behalf of the CRP intends to negotiate on a sole source basis a one-year, firm-fixed price contract. The purpose of this acquisition is to continue the efforts conducted at the contractor owned and operated conformance testing laboratory in Oak Ridge, TN. The site is responsible for performing conformance testing services for Hand Held Assays (HHAs) and Electrochemiluminescence (ECL) assays in support of the CRP. HHAs and ECLs support Department of Defense operational needs in detecting biological warfare agents. Commercial contractors manufacture HHAs and ECLs. An independent, third party laboratory performs conformance testing on manufactured assays in order to assess the quality of each product ion lot. In order for the CRP to support mission objectives, it is essential to evaluate production lots and either accept or reject each lot according to pre-established conformance guidelines. Camber Corporation's Oak Ridge Conformance Test Laboratory (CTL) has performed conformance testing for the CRP for the past eight years and is integral to the production/testing process. The CTL has developed technical expertise with CRP assays and platforms. This contract action shall be issued using other than full and open competition procedures in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. This is not a request for competitive proposals. Parties purporting to have the requisite credentials to perform these services with unacceptable delays in fulfilling the agency's requirement must furnish in writing, factual information, which clearly supports and demonstrates that their facility is sufficiently able to perform conformance and stability testing and has HHA and ECL subject matter expertise. A determination not to compete t his proposed action based on any responses to this notice is solely within the discretion of the contracting officer.
