Description
NAICS Code: 541690 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch (ESRB) in Washington, DC intends to award a purchase order to North Carolina Advanced Energy Corporation (Advanced Energy) of Raleigh, NC using Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, under the specific authority of FAR Subpart 13.106-1(b)(1). The purpose of this acquisition is to obtain raw data, analysis, and a final report of energy efficient home performance. Under this order, Advanced Energy will provide same-season, same-geographic real-world energy performance of similar homes built by common builders, but differentiated by their level of designed-in energy efficient construction in Houston, TX. Advance Energy will obtain utility data from the homes in the sample, compile the data based on selected criteria, perform an analysis using accepted statistical methods, perform a regression analysis on each home category, and survey a sub-sample of homes to gauge homeowner satisfaction. ESRB's goal is to quantify the value of energy efficiency to homebuilders, homebuyers, and the environment by correlating real-world energy savings with the level of energy efficient construction. Accurate and confirmable cost-effective data for energy efficient residential construction will support the adoption of voluntary energy efficient programs nationwide. It has been determined that Advanced Energy is uniquely qualified to satisfy the Government's requirement as it is the only known organization to perform a utility study which isolates methods of energy efficient construction, and compares these data with base levels. In addition, Advance Energy possesses leading experts in the fields of building science and energy efficient construction research and has performed a similar analysis for the Phoenix, AZ market. NO SOLICIATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of satisfying EPA's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered. Reponses must be submitted in writing to Mr. Jami J. Rodgers, Contracting Officer, at rodgers.jami@epa.gov. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
