- Solicitation number 2007-Q-10048 is being issued as a Request for Quotations (RFQ). RFQ 2007-Q-10048 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This procurement is not a small business set-aside. The Centers for Disease Control and Prevention (CDC), National Center for Health Marketing (NCHM), Division of Health Communications (DHC) requires the use of an integrated set of large, national market research survey data bases to facilitate the development of pandemic influenza health message content, formats, and channels. The complexity, duration, and scope of a pandemic influenza event, and subsequent adverse events, require the ability to provide timely, accurate, clear, and consistent health messages to both broad and specific audience bases. The development of scientifically sound messages and educational materials regarding pandemic influenza prevention behaviors are critical to assist people in all communities to make informed choices to protect their health at all stages of a pandemic. Message dissemination needs to be strategically targeted through multiple channels as to ensure critical information is presented to all segments of society in an effort to preserve public confidence and cooperation and to mitigate the impact of a pandemic. Access to market research data for analysis of a variety of audiences for health message development, communication channel selection, lifestyle analysis, and partnering is essential. The purpose of this procurement is to acquire an integrated set of large, nationally representative, market research survey data bases. Additionally, the accompanying proprietary software shall be licensed for use in the analysis of data for a minimum of three (3) single users at the CDC. The required set of databases must contain, at a minimum, information on consumers' media habits, internet and electronic communications use, lifestyle, and product use; and possess/consist of the following product parameters/capabilities: (1) an adult data base: age 18+ which includes 6-month and 12-month data sets and a two year combined data set, with a sample size of a minimum of 25,000 respondents annually; database should include information on a minimum of 8,000 brands, 40 attitudinal items on health and medication use, and information on health variable of respondent body mass index; (2) a teenage data base: age 12-17 from the same households in the adult data base which includes12-month data sets (3) a child data base: age 6-11 from households in the adult data base which includes 12-month data sets, (4) a Hispanic data base with the same items as the adult data base plus Hispanic demographics, media and product use, language use, and attitudes concerning Hispanic culture and lifestyle, which includes 6-month and 12-month data sets and a two year combined data set, a minimum sample size of a 8,000 respondents annually, and (5) national market research survey data for youth age 6 -17 which combines data from the teenage and child surveys and includes 12-month data sets. Data sets will be for years 2004, 2005, 2006 and 2007. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED The Government intends to evaluate offers and award a contract without discussions. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint Award will be made to the lowest price offeror whose proposal is rated technically acceptable. The associated North American Industry Classification System (NAICS) code is 511210 and the small business size standard is annual receipts of no more than $18,000,000.00. I.
