Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HSCG27-08-Q- PTH34 is issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-18. The applicable NAICS number is 333999 and the small business size standard is 500 employees. This is an unrestricted procurement. The FOB Destination delivery is to: Atlantic City, NJ and Alexandria, VA, on or before: 10/1/07. Offers are due at: Commanding Officer (fp), USCG ISC Portsmouth, 4000 Coast Guard Blvd, Portsmouth, VA 23703-2199, by the Close of Business on 9/7/07. The USCG ISC Portsmouth has a requirement to purchase: The following system is to be in place: a water de-ionization filtration system to rinse, wash and clean hi-performance aircraft engines to eliminate contaminates. This system is to meet the following criteria: 1: To be installed as a permanent shore fixture and must fit into a 6 square foot floor space. 2: Meet Turbomeca demineralized water quality criteria. 3: Operate within the following parameters: meet ISO 3696 control standard (See Attached Chart). 4: Capable of producing a minimum of 41 gallons of treated water per 24 hour period. 5: The distilled water systems or other technologies utilizing storage tanks shall have a minimum storage capacity of 75 gallons. 6: The system shall deliver a minimum continuous flow rate of 1 gallon per minute for distribution. 7: The system shall include a carbon/charcoal pre-filter and both pre and post treatment 1 micron particulate filters. 8: The system shall process a minimum of 2000 gallons of water to better than 1 mega ohm-cm or 1umohs/cm or 1uS/cm before servicing when supplied with 500 ppm TDS feed water. 9: The system shall provide a visual indication or audio alarm when water quality exceeds the one (1) umohs/cm water quality for the H65 engine wash water application. Servicing Requirements The Contractor shall provide quarterly sampling and independent testing per standard ISO 3696 to validate system performance. The Contractor shall service the system quarterly at minimum. The service shall consist of maintaining the specified water quality criteria (ie checking any meters/alarms to ensure proper operation) as well as replacing resin tanks as appropriate. Water treatment systems shall be capable of producing the highest quality water which meets the following maximum demineralized water quality criteria, when independently tested as per control test standard ISO 3696. Company?s quotes should include: (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price, availability and any discount terms; (7) "Remit to" address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(j) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration; (12) Company Tax Information Number and DUNS Number. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The following FAR provisions/clauses apply to this solicitation.
