Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Request For Proposal (RFP) is being requested and a written solicitation will not be issued. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. This procurement is set-aside for Service Disabled Veteran Owned Small Businesses and the NAICS Code is 512110 and the small business size standard is $ 21.5 million. 1. Services are required to build DVD/CD set which includes a) edited conference presentations (4 ? days - 45 - 60 minutes for each presentation for DVD - clean up and transfer to DiGi-Beta for transfer to DVD; b) speaker presentations greater than 40 minutes for CD. 2. DVD/CD authoring/mastering 10 DVD and 1 CD master (s) with main menus and auto start menus and printed insert for DVD case. 3. DVD-9 (dual layer) CD replication and production replication of 10 DVD master and 1000 DVD copies of replication of 1 CD master and 1000 CDs 2-color silk-screening on DVDs and CDs, 11 disc amaray cases (10-DVDs, 1-CD) printing and production for 1000 4X4, 2 panel inserts. Insertion and shrink wrapping of all DVDs, CDs, printed inserts and cases for 3 to 5 day ground shipping for 800 copies. Drop ship 200 sets to individual addresses. The Government will provide the design for the insert and individual address labels. The following provisions apply to this acquisition: Small Business; 852.270-4 Commercial Advertising; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items, paragraph (a) is filled in as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, past performance and cost. The technical criteria and past performance are approximately equal in weight, and when combined are approximately equal to price; 52.212-3 Offer Representations and Certifications-Commercial Items 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and conditions to Implement Statutes of Executive Orders-Commercial Items, including clauses incorporated by reference under Section (b) 7 through 10. 52.215-1 Instructions to Offerors-Competitive Acquisition; and 52.215-5 Facsimile Proposals. Offerors responding to this announcement shall provide the information required in provisions 52.212-1, a completed copy of 52.212-3 and a signed Standard Form 1449. Offers will be accepted via e-mail to Questions and Response Regarding the term "clean up"-specifically what needs to be changed , edited or corrected on these 10 Digi-Beta tapes that the VA will be supplying as masters? Take out the audience noise, breaks, lunches, Anything that interferes with presentation materials. Do you require "closed captioning" on the finished DVD's. yes You state the length of the tapes to be 45-60 minutes ea.- do you really want the finished DVDs to be DVD-9 or DVD-5? DVD-5 Regarding the authoring of the main menus - what exactly are you looking for..a menu button for each chapter? graphics for the menu page? The conference brochure should be attached. Do an index page listing each of the speakers in order so viewer can click on the presentation he wishes to view. Is the printed 4"x4" insert being used instead of a printed "wrap-around" insert on the outside of the Amaray case, or will you require a printed "wrap-around" in addition? We will provide the graphics to print on the outside cover of the set. No insert is needed. What shipping method will you want (UPS Ground,USPS,etc.) for the 200 sets that are shipped to individual addresses? The least expensive is ok Will you provide us with the artwork for the "on disc" printing for the 11 DVDs and 1 CD? Yes, we have the artwork from the conference - just need to know the final size of the package so the artwork can be adjusted to fit. Solicitation states: "Services are required to build DVD/CD set which includes a) edited conference presentations (4 ? days - 45 -60 minutes for each presentation for DVD - clean up and transfer to DiGi-Beta for transfer to DVD" Questions: What format are the edited presentations in now? How many presentations do you want on each DVD? What does "4 ? days - 45-60 minutes" The conference was 4.5 days with continuous presentations. No set amount on each DVD - whatever fits The usual viewing time is 60 minutes max - this works best. You could break into Part A and Part B if the presentation runs over 60 minutes. Most do not. Solicitation states: "speaker presentations greater than 40 minutes for CD." See above Question: Audio of every presentation greater than 40 mintutes - see above - use DVD or CD as appropriate for content. Solicitation states: "DVD/CD authoring/mastering 10 DVD and 1 CD master (s) with main menus and auto start menus and printed insert for DVD case." Question: You also want an insert inside the case with content information? No, the information can all be on the DVD/CD to include brochure and index page. Solicitation state: "11 disc amaray cases (10-DVDs, 1-CD)" - the final count will be based on fitting all of the material - no set no. Question: This is not a standard case size & will require a special order. Can you get away with a 10-disc case for DVDs & 1-disc case for CD? Or a combination -- like a 5-disc & 6-disc case? A combination is ok or whatever works best for the total package. Solicitation states: "Insertion and shrink wrapping of all DVDs, CDs, printed inserts and cases for 3 to 5 day ground shipping for 800 copies" Question: You want 800 cases & contents assembled, individually shrink-wrapped, and packed in a box? Another 200 you assembled, shrink-wrapped & drop shipped using address labels you provide? Yes the 800 will go to Hines - one location. The 200 will go to individual addresses - labels to be furnished. Am I reading this solicitation correctly? is already shot as well as the audio for the CD? Yes - all is done The government estimates that it will take approximately 100 hours to complete this project. The contractor shall insure that all materials are 508 compliant before reproduction. Closed captioning will be performed by the government.
