- The US Army Medical Research Acquisition Activity (USAMRAA) is providing notice that a Request for Proposal (RFP), W81XWH-07-R-0031 will be issued on or about 4 October 2007. USAMRAA has a requirement for supplemental staffing and program/project man agement support for the US Army Medical Research and Materiel Command (USAMRMC). Multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts are contemplated and at least 25% of resulting awards will be set aside for small businesses. In accor dance with DFARS 252.204-7004, all interested contractors shall be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: www.ccr.gov. The anticipated period of performance for the base year is 01 Jan 2008 through 31 Dec 2008. The resulting contracts will have four option years. Supplemental staffing and program/project management support services will be required in two broad categories, each of which has specific task areas. Und er Category 1, USAMRMC Planning Programming and Budgeting, specific task areas are: Contract Level and Task Order Management, RDA Data and Management Studies, RDA Program Support, Support Annual Revision of Master Plans, Information Request Support, ACTD/ ATD/ATO/DTO/STEP Support, Corporate and Special Issue Comprehensive Assessments, Program Consultation Support, Privatization Support, and Support Program Review and Analysis. Under category 2, Program Management and Execution Support, specific tasks are: Contract Level and Task Order Management, RDA Program Execution Support, RDA and Command Group Conference/Meeting/Informational Products Support, Support Program Review and Analysis, Research and Technology Metrics Assessments, Technical Test Conduct, Tra ining Support, International Assessments, Protocol Support, Program Consultation Support, Information Technology Support, and Facilitation Support. In order to avoid potential Organizational Conflicts of Interest (OCI) offerors will be requested to declar e themselves in one of the two broad service categories. Initial Task Orders for known requirements may be issued concurrently with award of the contracts. The solicitation will be available on or about 4 October 2007 on the Army Single Face to Industry (ASFI) website and at www.usamraa.army.mil under solicitations. All interested parties can view, download, and print a copy of the solicitation and any resulting amendments when released. No paper copies of the solicitation will be provided and no mailing list will be maintained because the acquisition will be posted on the ASFI website and USAMRAA website.
