- Description
- The Health Resources and Services Administration (HRSA) is soliciting proposals in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations (FAR). Award will not be limited to Small Business concerns. A Presidential Initiative to increase health care access in the Nation's most needy communities began in Fiscal Year 2002. This effort featured the creation of Federally-Qualified Health Center New Access Points and the expansion of capacity at existing Health Center access points. Early in this initiative, HRSA requested that an evaluation study be carried out to ensure that the needs determination methodology in use by HRSA's Bureau of Primary Health Care (BPHC) as part of the Health Center New Starts and Expansion grant application process was effectively targeting new grant funding to the neediest areas. The resulting study determined that methods then in place for scoring and comparing the relative needs of different community service areas and population groups could be substantially improved. As a result, the process used by BPHC for determining the Need For Assistance (NFA) of applicant communities was revised, to (1) reduce the total number of need indicators considered; (2) more carefully define these indicators and the scoring scales or benchmarks to be used with them; and (3) require the use of clearly verifiable data sources in submission of supporting data. The Purposes of this Contract are: (1) to update the Access Barrier Scales and Disparities Benchmarks used, within the Need for Assistance (NFA) methodology, for assessing the comparative needs of different communities applying for Health Center New Access Point grants; (2) to update the NFA Data Resource Guide, which is available to Health Center grant applicants through the HRSA-BPHC website, for applicant use in (a) locating available data relevant to the various NFA benchmarks and (b) identifying those data that are specific to their service area and/or population and (c) using these data to fill in the NFA Worksheet which is required as part of New Access Point applications; and (3) to carry out any impact or other analyses needed to make decisions about alternative choices for scales, benchmarks or Data Resource Guide references. The contractor shall: 1) Update Barrier Scales and Disparities Benchmarks within the NFA Methodology; 2) Update NFA Data Resource Guide: 3) Conduct Relevant Analyses; and 4) Submit Progress Reports and a Final Report.
