- Description
- The Federal Bureau of Prisons (FBOP), Privatized Corrections Contracting (PCC), Washington, D.C. intends to issue solicitation RFQ-TDAT-014-7, for the requirement of community-based outpatient substance abuse treatment services. The facility must be within a five-mile radius of the Residential Re-entry Center, located at 540 Sayre St., Montgomery, Alabama 36104. The solicitation is restricted to 100% Small Business. The solicitation is for a firm fixed price, requirements contract. The government will award to the responsible offeror whose bid, conforming to the solicitation, is considered most advantageous to the government with price and technical requirements considered. Technical requirements will be rated on a pass or fail basis. The services shall be in accordance with the FBOP’s Transitional Drug Abuse Treatment (TDAT) Statement of Work dated June 2006. This solicitation will be made available on or about May 1, 2007 and will be posted on the General Services Administration’s website for Federal Business Opportunities (FedBizzOpps) at http://www.fedbizzopps.gov. Future information about this acquisition, including solicitation amendments, will be distributed through FedBizzOpps. Hard copies of the solicitation will not be made available. Interested parties are responsible for monitoring the site to ensure they have the most current information about this solicitation. The estimated closing date for the solicitation is on or about June 11, 2007. Payment will be made by electronic funds transfer. Each offer is required per Federal Acquisition Regulation (FAR)52.212-3 to complete Representations and Certifications via the On-Line Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Faith-Based and Community Based Organizations submitting quotes will be equally considered (Aug 2005). Completed offers should be mailed to The Federal Bureau of Prisons, Attn: Diana Cormier, P.O. Box 1199, Taft, CA 93268. Performance periods under this contract will be for a one-year base with four (4) one-year option periods. The below are estimates of the quantities of required services. The Base Year: Estimated number of inmates 22: Intake Assessments (one per inmate) for 2 inmates = 2 assessments; Individual Counseling Sessions ( 30 minutes = 1 unit), 24 units (per inmate)x 22 = 528 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 22 = 1584; Family Counseling Sessions ( 30 minutes = 1 unit) 12 units (per inmate) x 6 = 72; Mental Health Intake assessment and report (one assessment and report per inmate) for 6 inmates = 6; Medication Monitoring 1 units per inmate for 10 inmates = 10 units; Intensive Outpatient Counseling (30 minutes per unit) 12 units per inmate for 6 inmates = 72 units; Mental Health /Individual Counseling (30 minutes per unit) 12 units per inmate for 6 inmates = 72 units; Mental Health /Group Counseling (30 minutes per unit) x 6 inmates = 72 units Option Year One: Estimated Number of Inmates 23: Intake assessment (one per inmate) for 2 inmates = 2 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 24 units (per inmate) x 23 = 552 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 23 = 1656 units; Family Counseling (30 minutes per unit) 12 units(per inmate) x 6 = 72 units; Mental Health Intake Assessment and Report (one assessment and report per inmate) for 6 inmates = 6 assessment and report; Medication Monitoring 1 unit per inmate for 10 inmates =10 units; Intensive Outpatient Counseling (30 minutes per unit) 12 units per inmate for 6 inmates= 72 units; Mental Health/Individual Counseling (30 minutes per unit) 12 units per inmate for 6 inmates = 72 units; Mental Health /Group Counseling (30 minutes per unit) x 6 inmates = 72 units.
