- The United States Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Center for Environmental Prediction (NCEP) intends to negotiate on a sole source basis, under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with RocketCalc LLC of Kent, OH 44240. RocketCalc will provide two RocketCalc Two Saturn S2212 Clusters. One of the clusters is to replace an obsolete system from a previous purchase. The second cluster is to enhance the computing power with the Marine Modeling and Analysis Branch (MMAB). Together, they will provide enhanced interactive development of parallel codes. These systems are designed to operate via direct connection to the desktop PC of the user as a private dedicated cluster appliance. The specifications for the Saturn Clusters S2212 system are: compact 64-bit desktop computing, 14in. x 12.5in. x 22.5in.; four nodes, each with two dual-code AMD Opteron; 2GHz processors, 16 x 1GB ECC registered DDR2 667Hz SDRAM; 1 x Integrated Gigabit Ethernet Switch; 32GB total memory; 4 x 750GB SATA2, 7200rpm/cache hard disk; External Slimline USB CDRW/DVD ROM drive; and two year limited warranty. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the logistical requirements aforementioned. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A firm fixed-price purchase order is contemplated for this effort. Affirmative written responses must be received no later than 07 September 2007 4:00 PM EST. Award will be made under commercial simplified acquisition procedures, FAR Subpart 12.
