- Request for Information Temporary Housing Joint Housing Solutions Group Initiative CONTRACTING OFFICE ADDRESS: DHS - Federal Emergency Management Agency, Disaster Assistance Directorate, 500 C Street, S.W., Room 350, Washington, DC, 20472 DESCRIPTION: FEMA is seeking to partner directly with the industry to provide quality housing which meets the needs of Americans after a disaster strikes. To provide "Alternative Housing Assistance other than Travel Trailors for Disaster Victims." To aid with this effort, FEMA is seeking input from the industry concerning housing solutions which can be used to quickly and effectively house displaced victims for durations both short and long-terms. The Joint Housing Solutions Group (JHSG), created and headed by FEMA to spearhead this initiative, is issuing this Request for Information (RFI) seeking industry?s input. The goals of this Request for Information (RFI) are twofold: 1) Identify and evaluate a broad range of housing options that can supplement existing stocks of travel trailer, park models and manufactured homes. 2) Seek industry?s input into whether existing production capacity will be sufficient to meet the demands of a variety of declared disasters. To respond to this RFI, FEMA invites industry to complete the Housing Assessment Tool (HAT) online at https://asd.fema.gov/inter/hat/home.htm The HAT is designed to collect preliminary but critical information on housing products and help FEMA determine if these options are suitable for disaster housing needs. The HAT helps assess the difference between proposed products and existing options (i.e., Recreational Vehicles, Manufactured Homes), specifically with respect to their design and safety performance, livability, costs, and timeliness. The HAT is a comprehensive tool: it contains a great deal of questions, and may require collaborative response from multiple individuals within your company. Providers will be able to create a company profile in the HAT, and submit multiple housing options. More detail instructions will be provided on the HAT, and JHSG staff will be available to assist you throughout the process. FEMA appreciates any and all replies to this RFI. All responses are to be used solely by FEMA as research and will not divulge individual responses to the RFI. The RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and can not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review.
