- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DOCUMENT. THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The United States Coast Guard, Aircraft Repair & Supply Center, Engineering Services Division intends to solicit for Personnel Locator Beacon (PLB) testing and evaluation (T & E) services for the USCG Aviation Life Support Equipment (ALSE) section. The solicitation will be for a Firm Fixed Price Requirements type contract. The solicitation will be solicitated as Full and Open Competition. The applicable NAICS code is 541990 with a size standard of $6.5M. The Solicitation Document HSCG38-07-R-500033 will be available for downloading on the FedBizOpps website. Contractors are encouraged to register in the FedBizOpps ?Vendor Notification Service? (located on the FedBizOpps home page) to receive all notices for solicitation HSCG38-07-R-500033. The USCG Aviation requires testing and evaluation (base line, inland, maritime, and laboratory) on a varied number of 406MHz Personnel Locator Beacons as the requirement exits to migrate from older style 243 MHz emergency beacon transmissions to 406 MHz by 2009 as mandated by NOAA and COSPAR / SARSAT. The Government intends to use the procedures of FAR 12, and FAR 13.5 and the Best Value Sources Selection procedures for this acquisition.
