Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicittion number is FA4819-07-T-0038 and is being issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular. This is 100% set-aside for small business. The associated NAICS code is 333618 and the small business size standard is 1000 employees. The government has a requirement for eight each remanufactured John Deere Long Block Engines, Model 6059T, 6 cylinder diesel engine; freight charges are a separate line item; Brand Name only is required by HQ AFCESA/CEMIRT to overhaul 8 tactical quiet generators. The current John Deere 6059T engines that are in the generators have reached the end of their service life and require replacement. The only engine that will mate up to the generators is the John Deere 6059T engine specified. Use of any other make or model engine would require extensive modification to the generator, would be cost prohibitive and would require approval from the Air Force item manager for this equipment. CEMIRT is attempting to overhaul these generators in a timely manner due to equipment shortages of this type in the Air Force. Delays in obtaining parts could jeopardize the government?s ability to support this project. Delivery shall be no later than 15 days from date of award. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition. The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated and the Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price considered. The clause at FAR 52.212-4, Contract Terms and Conditions, Commercial items and FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause are applicable to the acquisition, (1) 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I, (2) 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (Jan 1999), (3) 52.219-8, Utilization of Small Business Concerns, (4) 52.222-21, Prohibition of Segregated Facilities (Feb 1999), (5) 52.222-26, Equal Opportunity, (6) 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, (7) 52.222-36, Affirmative Action for Workers with Disabilities, (8) 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, (9) 52.232-33, Payment by Electronic Funds Transfer -- Central Contractor Registration. The DFARs clauses at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items is applicable. The additional DFARs clauses cited in the clause are applicable: (1) 252.225-7012, (2) 252.227-7015, (3) 252.243-7002, (4) 252.247-7023. The following additional FAR clauses apply: 52.203-8; 52.203-10. The following additional DFARs clauses apply: 252.204-7004, 252.232-7009.
