This is a Solicitation for a quantity range of 47 through 188 and 189 through 282 each for NSN 2840-01-446-6205, Turbine Support and Part Number: 4084713. Form/Fit/Function: The item segments seal air flow to the 2nd Stage Turbine. Predominant material of manufacture is Nickel Alloy. Dimension: Approximately 26 inches by 2 inches. Destination: FB2039, Delivery: Delivery is 20 each a month beginning May 30, 2008. Export Control applies. The approximate solicitation issue date will be September 7, 2007. The anticipated award date will be 31 October 2007. Technical data is available to and may be order by going into www.fedteds.gov. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICAITON. Potential sources are not to utilize intellectual property of third parties without appropriate authorization of the intellectual property owner. Potential sources are cautioned that no part of the government property qualification requirement is intended to endorse or encourage the improper use of intellectual property developed by the Original Equipment Manufacturer (OEM) or any other third party. Only written or faxed requests received directly from the requestors are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firms(s) listed: Pratt & Whitney, East Hartford CT or Smith Aerospace Components. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price, technical capability, and past performances detailed in the solicitation. Note: an Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
