- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-19. This is a Total Service Disabled Veteran Owned Small Business set-aside. The North American Industry Classification System code is 238220 at $13 million size standard. The contractor shall remove and replace three coils in the Heating & Ventilation, and Air Conditioning System at Building 4514 in accordance with the Statement of Work below. 1. SCOPE: The work covered by this statement of work consists of safely operating and furnishing all labor, equipment, parts, supplies, transportation, and materials to remove two (2) existing hot water coils, and (1) chill water coil, dispose of three (3) existing coils, furnish three (3) replacement coils and install two (2) replacement hot water coils and one (1) chill water coil within air handling unit number 4 within Facility 4514 on Bolling AFB, Washington DC. 1.1. The following work description shall not limit the contractors? responsibility or obligation to conform to all state and local laws and manufacturer?s recommendations. 2. QUALIFICATIONS: 2.1 All work will be performed by qualified technicians. 2.2. The contractor is required to certify that all welding procedure and the welder(s) are qualified in accordance with the requirements of section 9 of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code. 2.3. Use of any equipment and tools which utilize open flames is strictly prohibited throughout the fulfillment of this contract without an open flame permit available through Bolling Air Force Base Fire Department at (202)433-4201. 3. DESCRIPTION OF SERVICES: 3.1. Basic Services. The contractor shall furnish and install two (2) hot water heating coils and one (1) chill water coil. Contractor shall perform the installation without damage to the surrounding area. Any equipment damaged or destroyed by the contractor shall be replaced. Contractor shall return equipment back to full operating condition. Contractor shall coordinate all work with Quality Assurance Personnel (QAP) and 11th CES HVAC shop prior to work execution. This work shall include but not be limited to: 3.1.1. Remove two (2) existing hot water heating coils and one (1) chill water coil. Dispose of two (2) existing hot water heating coils and one (1) chill water coil. Furnish two (2) replacement hot water heating coils and one (1) chill water coil. Install two (2) replacement hot water heating coils and one (1) chill water coil. Contact 11 Bolling CES to arrange inspection commissioning of repaired air handling unit. 4. SPECIFICATIONS: 4.1. Existing Coils are all RAE. CORP. Coils 4.1.1. Upper Coil M# 12W30X125-7-2-W-H-L, S# 03-03-068753-002 4.1.2. Lower Coil M# 12W36.25X125-7-2-W-H-L, S# 03-03-068753-001 4.1.3 Chill Water Coil M# 12W36.25X125-7-2-W-H-L, The government will accept an alternative, or equal type coil, provided they match the current specifications. 5. GOVERNMENT FURNISHED PROPERTY AND SERVICES: 5.1. GOVERNMENT FURNISHED ITEMS. Utilities will be provided without charge to the contractor in connection with performance of this contract. These utilities include electricity, water and sewage in the performance of this contract. 6. GENERAL INFORMATION: 6.1. CLEAN UP. The material and scrap remaining from new work and classified as trash/debris shall be removed from the Base and disposed of by the contractor in a legally acceptable manner. It shall be the responsibility of the contractor to assure proper loading of all vehicles used for transport of materials and debris. The contractor at no additional cost to the government shall accomplish all clean up activities. 6.2. PROJECT MANAGER. The contactor shall provide a project manager or person who shall be responsible for the competent performance of the work and has full authority to act on behalf of the contractor. The project manager shall be able to read, write, speak and understand English. The name of this person and an alternate(s), who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer before the contract start date and updated as necessary. 6.3. EMPLOYEES. Contractor personnel shall present a neat appearance and be easily recognizable while on base. This may be accomplished by wearing distinctive clothing bearing the name of the company, or by wearing appropriate badges, which contain the company name and employee name. The contractor shall be responsible for acquiring an appropriate number of badges to meet his/her needs at the contractor?s expense. The contractor shall also ensure that employees have valid/current driver?s licenses applicable to operate equipment in accordance with state, county, and local laws and regulations. The abrupt absence of contractor employees at any time shall not constitute an excuse for nonperformance under this contract. 6.4. HOURS OF OPERATION. The contractor shall perform the services required under this contract during the following hours: 7:00 AM to 4:00 PM Monday thru Friday, except for Federal Holidays. 6.5. QUALITY ASSURANCE. The government will periodically evaluate the contractor?s performance under this contract. For tasks listed in the statement of work, the QAP will inspect all services specified. When an observation indicates defective performance, the QAP will notify the contractor manager or representative. The contractor shall ensure re-performance through his or her quality inspection system. 6.6. GOVERNMENT REMEDIES. The Contracting Administrator/ Contracting Officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 1997), for contractor?s failure to correct non-conforming services. 6.7 SAFETY. The contractor shall be responsible for all means and methods as they relate to safety and shall comply with all local, state, and federal requirements. All personnel shall be instructed to be mindful of maintaining a safe environment for the facility occupants. 7. ENVIRONMENTAL CONTROLS: 7.1. COMPLIANCE WITH LAWS AND REGULATIONS. The contractor shall be knowledgeable and comply with all applicable federal, state, and local laws, permits DOD Air Force and environmental requirements and instructions. The contractor shall ensure that all subcontractors comply with the same. The contractor shall ensure policies and procedures that protect the safety and health of employees and the community to minimize or eliminate the risk of environmental spills. If the contractor spills or releases any substance listed in 40 CRF into the environment, the contractor shall immediately report the incident to the Environmental Coordinator at (202) 767-8600, in accordance with local procedures. The contractor shall notify the Quality Assurance Personnel at (202) 767- 8620. The contractor shall be held liable for containment and environmental clean up of any spill or release of such substance. If spillage creates contaminated soil, properly dispose of the soil and replace it with uncontaminated topsoil and restore grounds to their original condition. The contractor shall not dispose of contaminated soil or hazardous materials on Bolling Air Force Base. 8. PERFORMANCE OF SERVICE DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. 8.1. All services to be performed under this contract have been determined to be essential for performance during crisis according to Department of Defense Instructions (DODI) 3020.37 and Air Force Implementation thereof. 9. WARRANTY: 9.1. Warranties under this contract shall include standard warranties offered by the manufacturer to the general public. Warranty documentation shall include advised care and maintenance of the subject coils for prevention of corrosion. 10. REFERENCES/REGULATORY REQUIREMENTS: A.
