- Sole Source. The United States Army Contracting Agency Southern Region, Yuma Directorate, Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Cranfield University College Rd, in Cranf ield, Bedford, United Kingdom. Pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1). Cranfield University is the only known source which can pro vide a comprehensive training course that includes the topics listed below. This will be a commercial acquisition using simplified acquisition procedures for commercial items per FAR 12 and FAR 13.5. The requirement is to provide a 4 day course in who Cran field University Faculty Members will teach an academic course aimed at enhancing YTC Test Officers knowledge of ammunition, weapons and vehicles systems technology. Topics covered in a 4-day course include: Build up of a gun, Introduction to Ammunition De sign, Energetic Materials Explosives 1, Energetic Materials Explosives 2, Kinetic Energy Ammunition Stress, Safety of Ammunition, Internal Ballistics, Pressure- Time Curve, Barrel Stresses and Autofrettage, Ammunition Materials 1, Ammo Handling Gun Ins tallation/Armor Fighting, Vehicle Requirements, Ammunition Materials 2, Blast and Fragmenting Munitions, Shaped Charge and Explosively Form, Penetrators, Insensitive Munitions, Cannons, External Ballistics, Direct Fire Gun Performance, Smart Ammunition Dev elopments, Breech Mechanisms, Recoil and Stability, Fuze Systems, Mine Protection. Cranfield will also prove classroom course notes for 30 student and YTC will provide the classroom required for the 4-day session. The North American Classification System ( NAICS) code is 541710 with a standard size of 500 employees. This contract will consist of one Contract Line Item Number (CLIN) 0001, Quantity: 1, Unit of Issue: Lump Sum, Description: Training for Munitions and Weapons Personnel. Award for this requirem ent will be in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOPALS. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
