Description

The U.S. Army Aviation and Missile Command (AMCOM), Huntsville, AL proposes to acquire, on a sole sources basis from McDonnell Douglas Helicopter Company (MDHC), Level and Repair Analysis (LORA) for AH-64 Apache A and D aircraft. The Contractor shall perform a LORA on A Model/D Model common components, D Model Unique, and A Model unique components to include Fire Control Radar (FCR), TADS/PNVS, and M-Tads/M-PNVS for the AH-64 Apache helicopter. The objective of the analysis is to determine the number of tasks that would be required to be updated in the IETM (AH-64D) and all affected AH-64A Manuals as a result of any LORA driven changes. The Contractor shall also perform the LORA on existing Depot and Aviation Intermediate Maintenance (AVIM) component s/repair parts based on the Two Level Maintenance concept philosophy. The analysis should identify those components that could move from Depot to AVUM/AVIM and AVIM/AVUM to Depot The contractor shall perform this analysis utilizing the LSA/LSAR database wh ere applicable. The Contractor shall provide the Government with the conclusions and recommendations of the maintenance repair analysis IAW DI-MISC-80508 (CDRL-A001). The Government intends to award a sole source delivery order to MDHC, 5000 East McDowel l Road Mesa, AZ, 85215-0707 under the authority of justification for Other than Full and Open Competition of 10 U.S.C. 2304 (c) (1), based on the determination that the Government requirements can only be satisfied by one source or a limited number of sour ces. The performance completion date for the LORA deliverables is 18 months after date of contract. There is no technical data package and a solicitation will not be issued. All responsible sources may submit an offer which shall be considered by AMCOM. A ll responsible sources may submit a proposal, which may be considered by the contracting officer. See Numbered Note: 22.
