- The Army Sustainment Command is conducting a Sources Sought/Market Survey for potential sources to recapitalize approximately 7,500 to 50,000 155mm M864A1 Extended Range, Dual Purpose Improved Conventional Munition (DPICM) projectiles for FY08 throug h FY12. The recapitalization process involves removal of the expulsion charge and baseburner assemblies, download of the M42/M46 grenade payload from the projectile, removal of the existing M223 impact-initiating grenade fuze, attachment of a pyrotechnic Self Destruct Fuze (p-SDF) and Load, Assembly and Pack (LAP) of the projectile reusing the fuzed grenades and expulsion charge and baseburner assemblies. The requirements shall potentially be broken down into the following increments: up to 1,500 project iles for FY08 and approximately 1,500 to 12,000 projectiles per year for FY09-12. It is anticipated that this resulting requirement will be restricted to the National Technology and Industrial Base (United States and Canada). Respondents must demonstrate that they have the capability to download M864 projectiles, replace the existing grenade fuze with a p-SDF that meets a less than one percent unexploded ordnance requirement, and LAP 155mm projectiles with available skills, equipment, personnel, and facili ties. A respondent to this Market Survey should be able to show that they have the Technical Capabilities, Manufacturing Capacity and good past performance as indicators of existing qualifications. Interested companies who have the necessary capabilities should respond by providing the following information: A summary of your companys capabilities; description of facilities, personnel, and manufacturing capabilities and experiences, and how they relate directly to the planned procurement; and your estim ated minimum and maximum monthly production capacities. Interested companies should also state if they have performed this effort in the past. If a respondent chooses to utilize the services of a sub-tier vendor or subcontractor, the same information ide ntified above that the interested party provides should also be provided for the vendors or subcontractors. A TDP is not available for this announcement; however, one will be made available should a formal Request for Proposal (RFP) be released at a later date. Offerors should have the ability to provide required information based upon the product information provided above. Responses to this survey shall be submitted via email within 15 days of the release of this publication to HQ, Army Sustainment Com mand, 1 Rock Island Arsenal, ATTN: AMSAS-ACA-R/Adria Hemmen & Chris Calhoun, Rock Island, IL 61299-6500. This Market Survey is for planning and informational purposes only, and does not constitute a formal RFP and is not to be construed as a commitment by the Government.
